About this file
This is a Statement of Work (SOW) for a Breezeway Enhancement project at Scott Air Force Base, Illinois, to be completed by May 2026 for the United States Transportation Command (USTRANSCOM).
The contractor shall design, fabricate, deliver, and install a Custom Multi-Dimensional Illuminated Sign System in the breezeway connecting Building 1900E and Building 1900W. The system must enhance branding, professional aesthetics, and visual communications of the Department of War facility. Work is organized into three phases: Phase I includes site survey and design consultation with physical measurements, electrical source assessment, and 3D conceptual renderings; Phase II involves fabrication of the 3D illuminated dimensional sign system; and Phase III encompasses delivery, on-site installation, wall preparation, mounting, wiring, and final testing. Technical specifications require a sign system approximately 7'0" to 7'6" tall (8'0" for shield), 5" to 6" projection depth, constructed of multi-layered custom-fabricated aluminum cabinet with 2" depth mounted with 1"-2" standoff for halo effect. Illumination must use high-efficiency, low-voltage internal LED light pods with push-thru acrylic globe feature internally illuminated with dedicated white LED modules. All components must connect to a single 110V power source with timer and UL-Listed internal transformers, including a 7-year warranty on LED lights. Installation requires electrical integration to existing 110V source conforming to National Electrical Code standards and heavy-duty cleat mounting engineered for structural stability. Work must comply with NFPA 70, NFPA 101, and EIA/TIA 568 standards. Work shall be performed during normal working hours (0730-1630 Monday through Friday), with the contractor coordinating all activities with the Contracting Officer or designated COTR. Security provisions require all contractor personnel to undergo LEADS background checks, provide identification badges clearly marked as contractor, register vehicles with the 375th Security Forces Squadron Pass and ID section, and complete Level I Antiterrorism Awareness Training within 30 days of requiring access and annually thereafter. No government-furnished equipment is provided.
