About this opportunity

Oak Ridge National Laboratory, on behalf of the Department of Energy, seeks custom ARMCO parts for the Neutron Technologies Division's High Flux Isotope Reactor program, with proposals due September 21, 2026 at 12:00 PM EST. This is not a small business set-aside.

Place of performance is Oak Ridge, Tennessee. The procurement requires machining and post-processing of ten distinct part types totaling 228 units from three ARMCO soft ingot iron sheets (40mm thickness, 500mm × 500mm each). Work includes electropolishing surface finish, ARMCO heat treatment in a controlled atmosphere furnace at 950°C (±20°C/−10°C) with heating and cooling rates of 2–4°C per minute, minimum 90-minute hold time plus 15 additional minutes per 5mm thickness over 25mm, and selective coating with white powder coating (maximum 60–80 microns on designated sides) or bright nickel plating on remaining surfaces. Parts require precise dimensional tolerances ranging from .200 inch standard to .005 inch for triple-X specifications, with multiple threaded holes and counterbored features per engineering drawings. Raw materials will be provided upon order approval; unused material must be returned with completed parts. Quotations must separately identify machining costs and post-machining process costs, or machining costs alone if post-processing services cannot be provided.

The period of performance runs September 25 through October 31, 2026, with a 120-day offer validity period. NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. Payment terms are Net 30 for Large Business or Net 15 for Small Business days upon final acceptance via electronic funds transfer. FOB is Destination for domestic shipments and Delivered at Place for international shipments. Proposals must include cost breakdowns identifying direct labor, subcontracts, travel, materials and equipment, other direct costs, indirect expenses, and fee or profit. The Procurement Officer is Stacey Johnson (johnsonsl@ornl.gov).
