About this opportunity
The USDA Forest Service, Custer Gallatin National Forest is seeking contractors to perform lead-based paint removal and exterior repainting services on four historical buildings located at two Montana sites. The project requires complete removal of all lead-based paint (100% removal, not just loose and flaky portions), surface preparation, and application of new exterior paint across approximately 6,635 square feet of building surfaces. Contractors must furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work, and will be responsible for handling all hazardous materials associated with the lead paint removal process. The evaluation will use a best value approach considering past performance, experience, and price, with both technical and price proposals required. The solicitation was posted on August 19, 2025, with responses due by September 9, 2025, and questions and answers were published on September 5, 2025.
This opportunity is set aside 100% for small businesses under NAICS code 238320 (Commercial and Institutional Building Construction) with a size standard of $19 million. The estimated contract value ranges between $100,000 and $250,000, with no incumbent contractor identified in the documentation. Work is expected to commence in July 2026 and must be completed within 60 calendar days, with contractors required to provide 60 days advance notice before starting due to the buildings being part of a government reservation program used by the public. The project locations include Meyers Creek Station in Nye, Montana and West Bridger Cabin south of Big Timber, Montana, both within the Custer Gallatin National Forest. Performance and payment bonds at 100% of the contract price will be required if the contract value exceeds $150,000, with a 20% bid bond required for offers exceeding $150,000.
