The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground seeks to award a Women-Owned Small Business firm-fixed-price Indefinite Delivery Indefinite Quantity contract for commercial-off-the-shelf currency handling equipment, with quotes due September 21, 2026. The procurement is a WOSB set-aside.
Place of performance spans approximately 235 commissary locations worldwide, including CONUS, non-foreign OCONUS, and foreign OCONUS addresses. The Defense Commissary Agency is the customer for this procurement.
The base-year procurement encompasses 470 currency handling machines: 235 mixed bill value discriminators (target standard Cassida 9900R V2 or equal) and 235 heavy-duty coin sorters in two configurations—180 units at 110 VAC/60 Hz for CONUS and non-foreign OCONUS, and 55 units at 220 VAC/50 Hz for foreign OCONUS locations (target standard Cassida C300 or equal). Mixed bill discriminators must process minimum 1,000 bills per minute with 100% count accuracy, integrated multilayered counterfeit detection, and software upgradeability via USB/SD. Coin sorters must feature minimum 1,000+ coin hopper capacity with 300+ coins per minute sorting speed and automated batching/wrapping modes.
All base-year hardware must be delivered within 45 days after receipt of order; the 55 international 220V coin sorters are allowed 90 days to accommodate manufacturing and shipping lead times. The contractor bears responsibility for all freight routing, international customs clearance, and direct drop-shipping to individual store locations. The contractor must provide 110 localized physical plug adapters (Type F Schuko or Type G UK) for foreign OCONUS locations and implement a Global Advanced Replacement protocol dispatching replacement units within 48 hours of failure notification, bearing all shipping costs.
The contract includes 3-year comprehensive warranty coverage and four optional ordering periods with pre-priced replacement CLINs spanning years 2028–2031. Evaluation employs best-value trade-off methodology prioritizing technical capability, past performance, and price.
