About this file

This is a Question and Answers document for solicitation W91ZLK-26-Q-A017 addressing technical inquiries regarding currency handling equipment requirements issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

The document clarifies delivery and manufacturing timelines for specific equipment components. The solicitation requires 180 units of 110V Cassida C300 coin sorters, 235 Cassida 9900R V2 bill counters, and 55 units of 220V Cassida C300 coin sorters configured for international use. The government confirmed that the Global Advanced Replacement requirement mandates replacement units be shipped (dispatched) within 48 hours, not physically delivered. In response to a contractor concern regarding extended manufacturing lead times for the 220V units, the government issued an amendment establishing a split delivery schedule: the 110V coin sorters and bill counters must be delivered within 45 days after receipt of order, while the 55 international 220V coin sorters are allowed an extended delivery window of 90 days after receipt of order to accommodate commercial manufacturing and shipping lead times for the international-specific hardware.

- Included from previous Question and Answer.

- New question and answer addition.

Comment / QuestionTechnical Answer/Remarks
1Per SOW Section 6.2 Global Advanced Replacement (Hot-Swap) Mandate:

Do you require the replacement unit to be shipped within 48 hours? Or actually delivered within 48 hours?

The requirement is to ship (dispatch) the replacement unit within 48 hours, not deliver.
2Regarding your request for fifty-five units of the Cassida C300 configured natively for 220V, our primary market is CONUS, and as such we only stock the 110V version of the C300. The 220V version of the C300 is a made to order product, meaning Cassida will make them for us after receipt of order, but it's not something they keep in stock ready-to-ship. Production time for the fifty-five 220V C300s is roughly 60 to 75 calendar days. Conversely, everything else in the requirement (the 235 9900R V2s and the 180 110V C300s) can be delivered within the requested 30 to 45 days. Considering the above, would the government consider issuing an RFQ amendment to extend the delivery window for the fifty-five 220V C300s?Yes. The Government will amend the solicitation to allow a split delivery schedule.

The delivery requirement for the 180 standard 110V Coin Sorters and the 235 Bill Counters remains 45 Days After Receipt of Order (ARO).

The delivery requirement for the 55 international 220V Coin Sorters is hereby extended to 90 Days ARO to accommodate commercial manufacturing and shipping lead times for the international-specific hardware.

4 - conversely, everything else in the requirement (the 235 9900R V2s and the 180 110V C300s) can be delivered within the requested 30 to 45 days

Considering the above, would the government consider issuing an RFQ amendment to extend the delivery window for the fifty-five 220V C300s?
