About this opportunity

This Commercial Solutions Opening solicits innovative solutions to improve the Defense Advanced Research Projects Agency's procurement and financial management processes. DARPA seeks to streamline acquisition lead times, expedite procurement requests, and enhance system interoperability through applications of robotic process automation, proposal evaluation automation, and System for Award Management integration. Solution briefs will be accepted through June 1, 2022 and evaluated in a three-phase process to identify opportunities for fixed-price contracts or Other Transactions to prototype selected technologies. The first Area of Interest specifies a July 16, 2021 deadline for streamlining contract awards, cost analysis, and template population.

There is no set-aside designation. Performance will take place in Arlington, Virginia. Solution briefs should target NAICS 541511 for custom computer programming and 541519 for other computer related services. Awards aim to increase efficiency within DARPA's Comptroller and Contracts Management offices, which currently employ incumbent contractors, through reducing timelines for internal business functions over the next five years. Prospective offerors may qualify as small businesses or non-traditional defense contractors.

Notice text

The Defense Advanced Research Projects Agency (DARPA) Contracts Management Office (CMO) and Comptroller Office (COMP) requests solutions for innovative applications of services and technologies (or new applications thereof) within the government procurement and financial management processes. The goal is to increase internal operational efficiency by targeting and addressing aspects of DARPA’s business processes in both offices which would lead to reductions in timelines (e.g., reduced procurement acquisition lead times, quicker processing of procurement requests, better or automated interoperability between systems and users).

This Commercial Solutions Opening (CSO) will accept solution briefs through 1 June 2022. At times, DARPA may modify this CSO and add specific Areas of Interest (AOI) to include specific solution brief deadlines. This CSO encourages solutions briefs/proposals from all responsible sources capable of satisfying the Government’s needs, including large and small businesses, nontraditional defense contractors as defined in 10 U.S.C. 2302, and research institutions as defined in 15 U.S.C. 632.

See attached CSO and AOI for further details.
