About this opportunity
The Department of Agriculture Forest Service Region 4-Intermountain Region is soliciting proposals for critical housing maintenance construction involving the remodeling of a barracks and mess hall at the Crawford Work Center in the Cascade Ranger District of the Boise National Forest, Idaho. The scope of work includes converting five shared bedrooms into nine individual bedrooms plus a laundry room, remodeling bathrooms into two accessible facilities, replacing flooring with luxury vinyl plank, painting interior surfaces, installing snow guards on roofs, and performing site work including concrete sidewalk construction and propane tank installation. This is a firm-fixed-price Purchase Order contract that will be evaluated using lowest-price technically-acceptable (LPTA) criteria based on four factors: past performance within the past five years, technical experience with similar projects in comparable geographical conditions, technical and project management approach to performing the work, and price fairness and reasonableness. Quoters must submit both a price proposal using the provided Schedule of Items and a technical proposal addressing the three evaluation factors. The deadline for submitting questions is March 4, 2026, and the final proposal deadline is April 2, 2026, at 5:00 p.m. Mountain Standard Time, with all submissions required via email to PPS.Proposals@usda.gov. A mandatory site visit was held on February 24, 2026, at the Idaho City Work Center in Boise National Forest.
This procurement is designated as a 100% Small Business Set-Aside under NAICS code 236118 (Residential Remodelers) with a small business size standard of $45 million. No incumbent contractors are identified in the solicitation documents. The estimated magnitude of construction cost is between $250,000 and $500,000, with work proposed to begin on April 1, 2026, and required completion by April 15, 2027. The contractor must note that no interior work is permitted between April 15 and October 31, 2026, when seasonal employees occupy the barracks, though site work may continue year-round. The project is located at the Crawford Work Center near Cascade, Idaho, at 304 Warm Lake Road. Contractors must provide a bid bond equal to 20 percent of the bid price or $3 million (whichever is less) at submission, and upon award of a contract exceeding $150,000, both 100% performance and payment bonds are required within ten calendar days. The work is subject to Davis-Bacon prevailing wage requirements and Buy American Act provisions for construction materials.
