About this file
This is a Questions and Answers document for the Crawford Critical Housing Deferred Maintenance construction project at Crawford Work Center, Boise National Forest, Idaho. The Q&A clarifies scope, specifications, and technical details for the remodeling of two buildings: Barracks #1199 and Mess Hall #1606, both constructed in 1960.
Key scope clarifications include: interior work is restricted April 15–October 31 each year due to seasonal employee occupancy, while site work may occur anytime; contractors must move furniture as incidental to demolition; bathroom fixtures and partitions will be demolished and rebuilt with new accessible sinks, showers, and modified drain lines in crawlways; existing windows remain with only blind replacements; sidewalks with less than 5% slope do not require handrails except at concrete landings; baseboard heaters will be 4-foot 1000-watt units in bedrooms/bathrooms and 6-foot 1500-watt units in the mess hall; three bathroom exhaust fans (BROAN QTXE 8 or approved equal) will be installed; a new 60-inch range hood will use existing ductwork; new pipe railings will be welded steel painted brown per specification 055213; foam core wood doors are required; and new walls must use mold and moisture-resistant drywall in bathrooms. Regarding unknowns, the government acknowledges that crawlspace depth, waterline composition, sewer pipe size, water service line size, subfloor material, and results of any hazardous material surveys are undetermined; any testing or hazardous material remediation will be handled as change orders under FAR 52.236-2. The contractor is responsible for demolition, framing, drywall, and painting to achieve new floor plans shown on Sheet A-101 and A-201, and must submit a hardware schedule meeting specification 087100 requirements. The entire project is base bid using the provided Schedule of Items; contractors may submit lump sum pricing if awarded but must provide a Statement of Values breakout for price reasonableness determination.

Q&A Critical Housing Deferred Maintenance – Crawford
1) When is work allowed to occur in each of the buildings? When are they occupied? As stated in the solicitation no interior work is allowed between April 15th and October 31st as this is when the bunkhouses are typically occupied with seasonal employees. Site work on the site work (sidewalks, propane pad and lines, porch demo, roof cleats…) may occur at anytime within the PoP
2) Who is responsible for moving furniture prior to construction and moving it back after work is completed? The contactor is responsible and the work is considered incidental to selective demo
3) During the site visit we noticed some tile flooring that looks like it may contain asbestos? The COR also mentioned that some of the electrical plans may be updated to take out the motion detectors in the bedrooms, how should I handle that in my bid? So that all contractors are bidding on the same items, bid on the work that is in the contract. Once the contract is awarded we can determine if testing is required. Any testing, hazardous waste removal, or revised electrical plans would be negotiated in a change order after the contract has been awarded.
4) This site visit included Lowman, Crawford, and Idaho City; are all of these projects being solicited together? These projects are being solicited as separate projects, and the plans and spec packages for each project is independent of the other projects. They all have a similar name as they are being funded through the same Great American Outdoors Act
5) In the plans there is a bid item for Sanitary Waste System, but the plans don’t show any new sewer lines. What is included in this pay item? This pay item is included in buildings where fixtures or appliance are being moved and includes all work need to realign the drain lines for those fixtures. All of this work will be done in the crawl space of the buildings.
6) What type of work in occurring on the windows? Are they all getting replaced? See sheet D-10 in the plans, it has a summary of all of the window work occurring. For this project all of the existing windows are remaining and only the blinds are being replaced.
7) Do all of the sidewalks require handrails for their entire lengths? Because the sidewalks have less than a 5% slope they are not considered a ramp and do not require handrails, See details on sheet D-09. The construction of the sidewalk includes importing fill to elevate the sidewalks. The handrail in the plans (Sheet D-04) is only required at the concrete landings since the landings have a large vertical drop on their sides.
8) What size baseboard heaters? Baseboards in each of the bedrooms and bathrooms shall be 4-foot 1000watt 240volt electric baseboard heaters. The 3 baseboard heaters in the Mess Hall living room shall be 6-foot 1500 Watt 240volt electric baseboard heaters.
9) We do not see the exhaust fans plotted on the plans, there are two different exhaust fans, what are the locations for each one? One of the “FART FAN BROAN QTXE 8” fans, or approved equal, shall be installed in each of the bathrooms (3 total)
10) Does the laundry room require an exhaust fan? The laundry rooms do not require exhaust fans.
11) We did not notice any heat pumps on the plans, we just want to confirm we are supplying electric baseboard heaters, electric in wall heaters, forced air heat strips? No heat pumps are supplied, just baseboard heaters and 1 wall heater in the Mess Hall bathroom
12) What is the size of wall heaters and baseboard heaters? All baseboards shall be 4-foot 1000watt 240volt white electric baseboard heaters, and the wall heater shall be a Cadet 1000watt 240 volt white wall fan heater, or approved equal
13) Will a handrail/guardrail be required on any sloped sidewalks/concrete ramps for ADA or wheelchair accessibility? See question 7.
14) If handrails/guardrails are required, please indicate where the contractor should include pricing for these on the schedule of items. See question 7.
15) Plan sheet G-02 and page 1 of the specifications state “Repaint and repaint all drywall cracks” under the description of work for building 1000. Is the contractor expected to paint the drywall cracks twice? The should ‘read repair and repaint’
16) What year were each of these buildings constructed? Both the barracks (#1199) and mess hall (#1606) were constructed in 1960.
17) Has a hazardous material survey been performed for any of these buildings? If so, please provide the results. No known survey has been completed
18) Is the contractor expected to test for hazardous material? If so, where should this be included on the Schedule of items? If testing is required it would be considered a change order.
19) If hazardous materials are found to be present, would remediation of these hazardous materials be seen as a differing site condition per FAR Clause 52.236-2 and handled as a change order? Yes
20) Specification section 011400 Work Restrictions subsection 1.1 A. 3. states “Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Occupants, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Will these buildings be occupied from the 11/1/26-4/15/27? This would make work inside any of these buildings extremely difficult to complete given the scope and creates a lot of risk for the contractor. Please clarify. No
b. If these buildings are not occupied from 11/1/26-4/15/27 will the contractor be allowed to utilize the areas mentioned for parking and staging of materials? Contractor will work with the COR to identify staging areas adjacent to the work. Other buildings in the compound will still be occupied and access to those other buildings must be maintained.
21) Specification section 011400 Work Restrictions subsection 1.2 A. states “Full Government Occupancy: Government will occupy work center during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government operations.” This section references a work center that will be occupied during the entire construction period. Is this building relevant to the project? If so, please clarify as it’s not shown on the plans or listed in the schedule of items. The work center refers to the entire Crawford Complex
22) Is 5% travel slope the goal with the concrete sidewalk? If so, can layout and quantities be modified to meet it? Yes, the layout may be modified as long as it stays below a 5% slope. If quantities are modified that would qualify as a change order.
23) Plan sheet A-100 note 1 states “Demo Existing Wall”. This note only appears once on this sheet and it points at an existing door/corridor wall.
a. Is the contractor expected to demolish the entire wall? The finished floorplan is shown on Sheet A-101. Demolish as needed to achieve this floorplan.
b. Is this the only location where the contractor is expected to demolish existing walls/doors? The finished floorplan is shown on Sheet A-101. Demolish as needed to achieve this floorplan.
c. If the contractor is expected to demolish additional walls/doors, please provide clear and concise direction for this scope. The finished floorplan is shown on Sheet A-101. Demolish as needed to achieve this floorplan.
24) Plan sheet A-100 note 2 states “Demo all fixtures in bathroom including sinks, toilets, urinal, and hot water heater”.
a. Are the existing bathroom partitions to remain? No
25) Both building 1606 and 1199 are to have new landings constructed with handrails per plan sheet C-04 and C-05. There is no specification section for these handrails. Please provide this specification section. See attached spec 055213 Pipe Railings. In summary the railing shall be made of welded steel, and painted brown. Field painting will be acceptable.
26) Plan sheet C-05 has a note that states “Construct landing. See detail sheet C-02”. Plan sheet C-02 is a site demolition plan. Please advise. The details are on sheet C-04
27) Plan sheet A-102 note 5 calls for a towel rack. One of the callouts for note 5 points to a sink. Please advise. The towel rack is mislabeled as callout 3, it shall be located as shown the new wall dividing the bathrooms. The sink with callout 5 is mislabeled and should be callout 2
28) Plan sheet A-102 note 3 calls for installation of a new 36”x36” accessible shower. One of the callouts for note 3 points to what appears to be a towel rack. Please advise. See question 27.
29) Plan sheet A-202 shows the plan view of the new bathrooms in building 1606. Note three states “Install accessible sink with mirror, soap dispenser, and under sink protector. See sheet D-02 for details”. Both plan sheet A-202 and D-02 show a new countertop where this new sink is located. The drawings represent an accesible sink, not a countertop with a sink.
a. There is no direction to install a new countertop in this location. Is the government providing and installing this countertop and the contractor is to install the new sink, with mirror and soap dispenser? Please advise.
b. If the contractor is to install the countertop in this location, please provide details for the countertop composition and thickness.
c. This detail also shows backsplash behind the faucet. Please clarify if backsplash is to be installed here.

30) Plan sheet A-102 shows the plan view of the new bathrooms in building 1199. Note two states “Install accessible sink with mirror and soap dispenser. See sheet D-02 for details”. Both plan sheet A-102 and D-02 show a new countertop where this new sink is located.
Please clarify if backsplash is to be installed here.
d. If backsplash is to be installed, please provide the backsplash material and height desired.
31) Plan sheet A-201 calls for Installation of a new double vent hood. How does the Forest Service expect this to be vented? Please provide a detail for this. There is an existing range hood in this location, the new hood will use the existing venting.
32) The door schedule calls for all doors to be foam core doors. The specifications call for solid core wood doors. There is a significant price difference between these two options. Please clarify which type of door is to be installed. Foam core wood doors are to be used
33) Plan sheet A-100 shows existing conditions with the current bathroom layout for building 1174. Plan sheets A-101 and A-102 show the new wall layout for the bathroom and scope for this building.
a. Is the government responsible for the demolition of the existing walls to accommodate the new door locations? If the contractor is expected to do this, please clearly define the limits of the demolition expected for this new layout in the drawings. The contractor is responsible for demolition. Contractor shall only demolish what they are intended to repair/replace in order to construct the new layout.
b. Is it the government’s responsibility to frame/hang drywall/paint the wall infill where the new bathroom door goes? If the contractor is expected to do this, please indicate this in the plans and include a wall assembly. This is the contractors responsibility. See Sheet D-06 for a typical wall section.
34) The shower elevation view on plan sheet D-03 calls for mold and moisture resistant drywall above the shower kit on the side where the shower head is located. Is the contractor to assume mold and moisture resistant drywall is only needed at this one wall for each new shower? Per detail on sheet D-06 the interior of all new bathroom walls shall be mold and moisture resistant drywall
35) Plan sheet A-100 note 2 states “Demo all fixtures in bathroom including sinks, toilets, urinal, and hot water heater”. Is the contractor expected to cut, cap and abandon in place the water lines and drainage pipes associated with these fixtures? Please advise. The existing water lines and drain pipes will be reconstructed to accommodate the new fixtures being installed. Any lines not connecting to new fixtures shall be removed
36) Are all existing and new walls assumed to be 2x4? Assume all exterior walls are 2x6 and interior walls are 2x4
37) At the site visit it was stated that some of the work in the plans has already been completed. Please clarify what work has been done and adjust the SOI to reflect the changes. That comment only applied to the Idaho City and Lowman projects
38) The project specifications restrict interior work from 4/15/2026-10/31/2026. Will the government allow the contractor to replace windows in all the buildings during this restricted period as long as the buildings are dried in each day? Window replacement is not part of this project, only the blinds are being replaced.
39) With the limits of demolition for each of these buildings being unclear, please provide a demolition plan for both buildings that clearly delineates the demolition scope. Contractor shall demolish only what is required to achieve the new floor plans. Contractor is responsible for returning the buildings to useable state
40) Is the contractor to assume all replacement doors will fit inside the existing framed opening where the door is to be installed? No, the new doors are wider, and in new locations
41) Is there any new framing associated with the installation of the new doors in existing walls? If so, please clarify the extent of the framing required. Contractor shall reframe walls to accept the new doors.
42) I don’t see a hardware schedule for the new doors. Please provide. Per the specs 087100 1.2 B, the contractor is to submit the hardware schedule meeting the requirements in the specs and on sheet D-11.
43) Do both buildings have a crawl space? Yes
44) Please provide the location of the crawl space access for both buildings. See sheets A-100 and A-200
45) Please provide the crawl space depth for both buildings. Depth of the crawl spaces was not measured
46) Please provide the composition of the water lines for each building. (i.e. copper, pex, galvanized). Composition of the existing waterlines is unknown
47) What size is the sanitary sewer pipe for each building? Size is unknown
48) What size is the water service line for each building? Size is unknown
49) Both buildings have existing furniture that will need to be moved in order to complete the project. Who is responsible for moving the furniture? See question 2
50) Is the entire project base bid? If so, could the contractor submit lump sum pricing and if awarded provide a SOV breakout? The entire project is base bid. The contractor shall use the provided SOI for the bid so the government can determine price reasonableness.
51) Please clarify the dates which these two buildings will be occupied, and if the contractor will have an opportunity to complete interior work in the summer months. See question 1
52) The new specified range hood for building 1606 is a 60” hood. Neither the plans or specifications indicate there are a quantity of two 30” ranges to be removed and installed. Please advise. There are 2 ranges in place that are to remain. Only the range hood is being replaced.
53) The new range has a 10” and an 8” duct. Will the existing ductwork be sufficient for this new hood or will it need to be modified? Assume that the existing ductwork will be sufficient
54) What is the existing subfloor material? Subfloor material is unknown
55) There were multiple locations inside building 1199 where large cracks in the drywall exist. This would indicate that there is a potential structural with the existing framing or the foundation. Is the contractor expected to warranty their work for a year given the likelihood that drywall cracks will be a continuous occurrence until the structural issues are resolved? Standard warranties apply for this project. Since no structural work is included in this project, structural issues would not trigger warranty work
56) Plan sheet A-204 note 2 states “install savlaged fridges”. The note appears twice on this sheet. Once at what is presumed to be the existing refrigerator, and again at what appears to be a dryer vent. Please clarify. The dryer vent should be labeled with note 5
57) Specification 087100 doesn’t indicate which hardware group goes to which door. This section does include push-button combination locks, stand-alone proximity card readers, electromagnetic locks, electronic strikes with reference to optional bid items, high security lock cylinders, template-produced hinges for hinges installed on hollow-metal doors and hollow-metal frames, hinges with nonremovable pins etc. Please indicate which doors receive which hardware groups so the contractor may put together a hardware schedule. See sheet D-11. As called out, all exterior doors shall receive a push button combination lock, the basis of design is pictured below . All interior doors shall receive standard latch and lock equal to the one pictured below.
58) If there are discrepancies in scope between the Statement of Work section of the specifications and the drawings, which document supersedes the other? Per FAR 52.215-8 The order of precedence is The SOW is considered part of the schedule, so the order of presence for these documents would be SOW, drawings, specifications
59) Is this project completely base bid? Yes
60) Please indicate where HVAC scope should be included on the SOI. The HVAC (baseboard heaters) shall be included in the Electrical Work (Items 18 and 32).
