About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center issued a Notice of Intent to Award a sole-source contract to Pavion (formerly CTSI) on September 24, 2026, for a one-year comprehensive service, maintenance, and training agreement for the 72d Air Base Wing Crisis Action Team Audio/Visual and Video Surveillance Systems at Tinker Air Force Base, with an offer due date of September 28, 2026. This is a non-competitive action; the Government determined that Pavion is the only responsible source capable of fulfilling the requirement because the installed system architecture incorporates custom-compiled control software, uncompiled source code, and integration configurations owned exclusively by Pavion, and market research confirms that competition would cause unrecoverable mission delays, system vulnerabilities, or unacceptable cost duplication due to proprietary software lock-in.

The scope includes an initial onsite preventative maintenance and training call covering inspection, firmware updates, minor repairs, cable and system calibration, and a minimum four-hour training session for up to fifteen site staff on Crestron touchpanel operation, routing, troubleshooting, and video surveillance system operation. The one-year maintenance plan covers all parts and labor for all products in the systems regardless of original source, including onsite maintenance, user training, help-desk support, and onsite troubleshooting. Emergency and non-emergency on-call support operates 24/7 with a four-hour response objective.

Although this is a non-competitive action, any responsible source that believes it can fulfill the requirement without infringing upon proprietary software constraints or causing unacceptable technical risk may submit a Capability Statement (maximum 5 pages) detailing company business size and socioeconomic status. Contractor personnel must hold current manufacturer certifications (Crestron Certified Programmer and Biamp Tesira system configuration certification), require DBIDS credentials and criminal background clearance, and must comply with base access procedures including visitor logs and electronic device restrictions. Performance occurs at Building 1, Room 115, Tinker AFB, Oklahoma 73145. The Contracting Officer is Samuel Nemargut (samuel.nemargut@us.af.mil, 405-339-3513).
