About this opportunity

The U.S. Department of Agriculture Forest Service is seeking elevator maintenance and repair services for a 3-stop passenger elevator located at the Cordova Ranger District Administrative Office in Alaska. The procurement requires a contractor to provide all labor, supervision, tools, materials, and equipment necessary for routine maintenance, testing, and repair services including quarterly preventative maintenance, minor repairs, emergency repairs, and load testing in accordance with ASME Standard 17.1 and Alaska state standards. The contractor must demonstrate technical capability through a service plan and work schedule, with particular emphasis on experience working in cool, damp climates and remote locations. Evaluation will be based on three factors: technical capability, past performance, and price. Offers are due electronically by August 14, 2025 at 1:00 PM Alaska Time, submitted via email to designated contracting officers. The solicitation documents show conflicting set-aside information, with some indicating a Total Small Business Set-Aside while others reference Full and Open Competition.

The contract opportunity falls under NAICS code 811310 with a small business size standard of $12.5 million, though the final set-aside determination appears unclear based on conflicting information in the documents. The contract structure includes a base period from award date through June 30, 2026, with four additional 12-month option periods extending through June 30, 2030, creating a potential five-year contract term. Work will be performed at the remote Cordova Ranger District Administrative Office in Cordova, Alaska, accessible only by boat or plane. The elevator system is a Dover-manufactured unit that underwent major modernization in 2023. Service Contract Act wage determinations apply, with elevator repair workers subject to a minimum wage of $17.75 per hour plus comprehensive fringe benefits including health and welfare, vacation pay, holidays, pension, and educational fund contributions. No incumbent contractor or specific budget range is identified in the solicitation documents.
