About this opportunity

The Naval Medical Research Command (NMRC), operating under the Department of the Navy Naval Supply Systems Command, issued a Special Notice on March 3, 2026, announcing its intent to award a sole-source contract to Roche Diagnostics Corporation for diagnostic extraction reagents. The notice seeks to procure supplies for the Naval Infectious Diseases Diagnostic Laboratory to support COVID-19, Influenza A/B, Seasonal Influenza A subtyping, Influenza A/H5, and Influenza A/H7 testing capabilities. Although the government intends to award this contract to Roche Diagnostics without competitive bidding, interested vendors may submit capability statements for government consideration. The procurement falls under FAR Part 12 Commercial Items guidelines and is classified under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing). This is a brand-specific requirement due to the specialized diagnostic-grade nature of the reagents needed.

The requirement calls for 4,000 total extraction reactions to be delivered in four bi-monthly shipments scheduled for June 2026, September 2026, December 2026, and March 2027, with each shipment containing 1,000 reactions worth of specific Roche MagNA Pure products. The total contract value is $31,654.00 funded through Navy Fiscal Year 2026 appropriations, and the solicitation deadline for capability statements is March 17, 2026. All contractors must register with the Systems for Award Management (SAM) and obtain a Unique Entity Identification Number (UEI) to be eligible for award consideration. The government will conduct a price analysis to ensure fair and reasonable pricing and anticipates negotiating a discount from Roche's commercial price list. Interested parties should direct inquiries to the Material Management Department at NMRC via email at usn.detrick.nmrc.mbx.mmd-contracts@health.mil.
