About this file
This is a Justification and Approval for Other Than Full and Open Competition document executed by the Naval Medical Research Command (NMRC), Silver Spring, Maryland, on behalf of the Navy to procure diagnostic supplies for the Naval Infectious Diseases Diagnostic Laboratory (NIDDL).
The contract is for drop shipment of Roche Diagnostics extraction reagents required for COVID-19, Influenza A/B, Seasonal Influenza A subtyping, Influenza A/H5, Influenza A/H7, and Measles testing. The procurement covers 1,000 extraction reactions per shipment delivered quarterly for four complete shipments totaling 4,000 reactions, with scheduled deliveries in June 2026, September 2026, December 2026, and March 2027. The total contract value is funded by Navy Fiscal Year 2026 appropriations at $31,654.00. The justification supports a sole-source acquisition under 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1), citing that the items are available exclusively from Roche Diagnostics and that substitution with alternative products would result in non-diagnostic-grade results. The Contracting Officer will conduct a price analysis to ensure fair and reasonable pricing, with the government anticipating a negotiated discount from Roche's commercial price list. The point of contact for this justification is the Material Management Department at NMRC, reachable at usn.detrick.nmrc.mbx.mmd-contracts@health.mil. The document was signed by Contracting Officer Shamai M. Carter on March 3, 2026.
