The Department of Homeland Security, U.S. Customs & Border Protection, Area Port of San Francisco seeks courier services for transportation of government supplies, personal protective equipment, and parcels between CBP facilities throughout the San Francisco Bay Area, with quotes due August 12, 2026, at 5:00 PM Mountain Standard Time. This is a Total Small Business set-aside issued as a Request for Quotes under the Revolutionary FAR Overhaul Part 12 commercial services track.
Place of performance spans multiple CBP facilities across the San Francisco Bay Area. The contract will be firm-fixed-price for a one-year base period (August 27, 2026, through August 26, 2027) plus four optional one-year periods through August 26, 2031. The Statement of Work requires two daily routes: Route One operates mornings departing 555 Battery Street between 7:30 AM and 8:00 AM, serving 33 Montgomery Street, San Francisco Airport Cargo Area, and SFO Airport Arrivals/Departures; Route Two operates afternoons departing 555 Battery Street between 12:00 PM and 12:30 PM, serving 700 Maritime Street in Oakland and a FedEx facility in Oakland (delivery after 1:00 PM), concluding by 3:30 PM. Services operate Monday through Friday, excluding 11 federal holidays, with all pickups and deliveries completed the same day. Items typically do not exceed 150 pounds per location except at 555 Battery Street (up to 300 pounds). The contractor must provide personnel, supervision, vehicles (Van or SUV), backup couriers, company uniforms or identification, and certifications including privacy training and valid identification documents submitted two weeks before service commencement.
Evaluation follows Lowest Price Technically Acceptable criteria: the Government will evaluate the lowest-priced quote first for technical acceptability against minimum requirements specified in Sections C, D, and E of the Statement of Work; if non-responsive, subsequent quotes will be evaluated sequentially in ascending price order. Award-winning technical submissions must be sufficiently detailed and specific to demonstrate understanding without discussions. Vendors must submit the Quotation Pricing Spreadsheet (Attachment 2) with firm-fixed-price quotes for all five years and a technical approach report in PDF format to jesus.solis@cbp.dhs.gov. Service Wage Determination 2015-5637 (effective May 13, 2026) applies, establishing prevailing wage rates for San Francisco and San Mateo counties. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 70B03C26Q00000261, is issued as a Request for Quotes (RFQ) for Courier Services. The Government intends to award a firm-fixed-price contract for a base period of one year and four (4), 12-month option periods and provides the lowest price technically acceptable.
The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP) Area Port of San Francisco has facilities located on both sides throughout the San Francisco Bay Area. The Office of Field Operations has a need for various Government supplies, personal protective equipment (PPE), and parcels to be transported between the different CBP sites on a regular basis. The services offered must meet or exceed the specifications/description in the attached statement of work (SOW) and enough detailed specifications must be submitted with the quote for a technical review to be completed without holding discussions.
All interested companies shall provide a firm-fixed-price quote for all 5 years and complete Attachment 2, Quotation Pricing Spreadsheet, for the base year, plus all four (4) option years.
Interested vendors who wish to compete for this effort shall provide a quote for all requirements stated in the SOW along with a technical approach report. All documents must be in PDF format and must be emailed to the Contract Specialist (CS) Jesus Solis @ jesus.solis@cbp.dhs.gov no later than 08/12/2026, 5 PM Mountain Standard Time. The government reserves the right to accept or reject quotes received after the given deadline.
