Services operate Monday through Friday, excluding 11 federal holidays, with all items picked up and delivered the same day. The contractor must provide personnel, supervision, vehicles (Van or SUV), back-up couriers, company uniforms or identification, and certifications including privacy training and valid identification documents submitted two weeks before service commencement. The contract period is 12 months base (08/27/2026–08/26/2027) plus four optional 12-month years exercisable at government discretion. STATEMENT OF WORK (SOW)

U.S. Customs and Border Protection (CBP)

Area Port of San Francisco Courier/Messenger Services

A. BACKGROUND:

U.S. Customs and Border Protection (CBP) Area Port of San Francisco has facilities located on both sides throughout the San Francisco Bay Area. The Office of Field Operations has a need for various Government supplies, personal protective equipment (PPE), and parcels to be transported between the different CBP sites on a regular basis.

B. SCOPE:

The contractor shall provide all necessary personnel, supervision, equipment, vehicles/transportation, etc. to operate two pick-up/delivery, looped, messenger routes between the various CBP Area Port of San Francisco sites. On these routes, the contractor shall pick up and deliver all incoming/outgoing mail, documents, supplies, express packages, equipment items, and other miscellaneous items that require transfer between the sites.

The individual items will be hand carriable, normally no more than 150 pounds, although a hand truck would be useful. The normal total number of individual items handled each day is in the range of 30-50 items. The normal weight of items picked up or delivered at any individual site, other than location 555 Battery St., will be no more than 150 pounds. The normal weight of items picked up or delivered at location 555 Battery St., will be no more than 300 pounds.

C. SPECIFIC TASKS:

1. Both routes listed below in Section D shall be completed by the Contractor each weekday of the year (Monday through Friday) excluding Federal holidays.

2. The Contractor courier should depart from the first stop of Route One between the hours of 7:30 AM and 8:00 AM.

3. The courier’s departure from Route Two shall be between the hours of 12:00 PM to 12:30 PM. Arrival at the last stop of Route Two shall be no later than 3:30 PM.

4. All items identified for pick-up/delivery shall be picked up and delivered that same day.

5. The contractor will not be required to handle deliverables that exceed the normal number and weight of such deliverables by more than 50% without extra fee. Claimed excess weight must be verifiable by CBP and negotiated with the appropriate on-site CBP point of contact prior to transporting the overweight deliverable.

D. ROUTES:

Mileage and Minutes listed are the approximate miles and minutes between each stop if driving by automobile in normal traffic conditions.

1. Route One (Morning)

a. STOP ONE: Start at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House)

E. STOP FIVE: End at 555 Battery Street, San Francisco, CA 94111. Room 125, San

2. Route Two (Afternoon)

a. STOP ONE: Start at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House)

c. STOP THREE: 3 Sally Ride Way, Oakland, CA 94621 (FedEx Facility, [FedEx]) (16 min) (DELIVERY HERE MUST BE AFTER 1:00 PM)

d. STOP FOUR: End at 555 Battery Street, San Francisco, CA 94111. Room 125, San Francisco (Customs House) – 8.8 miles (34 min)

E. CONTRACTOR/CONTRACTOR’S PERSONNEL RESPONSIBILITIES:

1. The Contractor shall assign sufficient back-up couriers in case there is an unexpected incident that affects the primary courier’s duty to perform (e.g., illness, vehicular breakdown, vehicle accident involving the contractor’s personnel, major road closings, and acts of nature etc.)

2. The Contractor shall ensure that initial privacy training, and annual privacy training, thereafter, is completed by courier personnel. 52.224-3 Privacy Training; Information Technology Security Awareness Training needs to be certified by the contractor for all employees of contract that will be delivering on CBP facilities.

3. The Contractor shall provide a valid U.S. state driver’s license, social security card, valid U.S. permanent resident card, and/or proof of United States citizenship, and privacy training certificate for all courier personnel to the CBP Program Office two weeks prior to starting the courier service. This pre-vetting requirement is necessary due to the sensitive equipment located on/at the facility/premises.

4. All courier personnel should notify the CBP Program Office (Custom House) as soon as possible if late by 30 minutes or more. Contact information will be provided at award.

5. All Contractor personnel performing duties under this SOW shall wear a company uniform or prominently display company identification while working on CBP premises or entering any part of CBP facilities.

6. All Contractor courier personnel shall deliver required deliverables to each stop and assume responsibility for any materials stored on site.

7. All courier personnel shall utilize a Van or SUV for transport purposes in the performance of duties under this SOW.

F. CBP RESPONSIBILITIES:

The CBP Program Office (Custom House) shall provide a one-day tour to Contractor courier personnel for each route stop listed on the SOW prior to starting the courier service.

G. PERIOD OF PERFORMANCE:

The period of performance of the contract shall be as follows:

Base Year: 08/27/2026 – 08/26/2027 (12 Months) Option Year 1: 08/27/2027 – 08/26/2028 (12 Months) Option Year 2: 08/27/2028 – 08/26/2029 (12 Months) Option Year 3: 08/27/2029 – 08/26/2030 (12 Months) Option Year 4: 08/27/2030 – 08/26/2031 (12 Months)

Option Years will be exercised at the sole discretion of the Government based on continuing needs and requirements.

H. FEDERAL HOLIDAYS

January 1st - New Year’s Day January 19th - MLK Jr.

February 16th - President’s Day May 25th - Memorial Day June 19th - Juneteenth July 4th - Independence Day September 7th - Labor Day October 12th - Columbus Day November 11th - Veterans Day November 26th – Thanksgiving Day December 25th - Christmas Day

I. SPECIAL CONSIDERATIONS:

1. Contracting Officer’s Authority No changes to this SOW or cost increases shall be incurred without prior written approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification. The Contracting Officer is the only individual with the authority to amend the solicitation or modify the contract.
