About this opportunity

The Department of Agriculture Forest Service seeks quotations for Council Bluff Primary Electric and Well Improvements at Mark Twain National Forest, with sealed bids due September 28, 2026 at 1700 hours Central Standard Time. This is a Total Small Business Set-Aside with a price range of $500,000 to $1,000,000. Amendment 0001, effective September 16, 2026, revised time zones from Mountain Daylight Time to Central Standard Time, changed the NAICS code to 237130 (Power and Communication Line and Related Structures Construction), and established the period of performance as November 2, 2026 through March 2, 2027. Offerors must acknowledge receipt of Amendment 0001 by the bid deadline or face offer rejection.

Place of performance is Potosi, Missouri, within the Potosi-Fredericktown Ranger District. The work involves coordinating with Ameren to extend their existing primary electric line approximately 9,600 linear feet along Missouri State Highway DD using directional drilling, then an additional 3,100 linear feet along an old road corridor using directional drilling or trenching, totaling approximately 12,700 linear feet of 4/0 AWG aluminum 15kV underground rural distribution primary line in 3-inch HDPE or Schedule 40 PVC conduit. Pull boxes must be installed every 500 feet. Additional scope includes replacing the existing well pump with a new 5HP single-phase 230-volt submersible pump set at approximately 520 feet depth and installing well house transformer and service connection to support a 200-amp panel, 40 RV campsites with 50/30/20-amp pedestals, two host sites, and a septic system with two 230-volt sewage pumps.

All electrical work must be performed by a Missouri-licensed electrician or apprentices under direct supervision in compliance with the National Electric Code. Tree removal is restricted to November 1 through March 31 to protect Indiana bat and Northern long-eared bat hibernation. Contractors must obtain a 20 percent bid guarantee if quotation exceeds $150,000 using SF-24 bid bonds, and performance and payment bonds are required within 10 calendar days of award. Work must begin within 10 calendar days of notice to proceed and complete within 120 calendar days. The contractor must comply with prevailing wage requirements established by the Department of Labor for Iron County, Missouri, and the Buy American Act for domestic construction materials. Evaluation criteria include Technical and Project Management (40 percent), Experience (20 percent), Past Performance (20 percent), and Price (20 percent). All contractors must be registered in the System for Award Management at time of quote submission.
