About this file
This document is a Project Specifications package for the Mark Twain National Forest Council Bluff Primary Electric and Well Improvements project, issued by the USDA Forest Service in Rolla, Missouri, with a completion date of June 2026.
The project encompasses coordination with Ameren utility company to extend primary electric service approximately 12,700 feet to power a new well pump at the Wild Boar Ridge Campground in Iron County, Missouri (coordinates 37.724361°N, -90.940618°W). The work includes directional drilling along Missouri State Highway DD for approximately 9,600 feet, followed by trenching or directional drilling along an old road corridor for approximately 3,100 feet, with pull boxes placed every 500 feet. Tree removal along the corridor is restricted to November 1 through March 31 to protect Indiana bat and Northern long-eared bat hibernation. The contractor must obtain all permits, pay all fees, and provide complete labor, materials, and equipment for primary distribution system installation per Ameren specifications. The Ameren contact is Michael Swain (mswain@ameren.com, 573-438-8023). Additional work includes replacing the existing well pump, drop pipe, pitless adaptor, well cap, and connecting the well to the new electrical system. The contractor's electrician must design transformer sizing for specified future electrical needs including a new well house (200 AMP panel), 2 host campsites, 40 standard campsites with RV pedestals (50/30/20 AMP each), septic system with two 230V pumps, and the existing well pump. Contract duration is 120 calendar days with work preferred after July 4th. Utilities are available at Chapel Hill Beach (3 miles away) and the site will remain open to the public during construction, requiring contractor responsibility for safety signage and public access management.

C. The Work consists of coordinating with Ameren to extend their existing primary electric line from an overhead power line located near Missouri State Highway DD to the Wild Boar Campground.
This includes coming off an existing electric pole on the east side of the highway and installing buried line along the edge of the cleared highway right-of-way to the existing well within the Council Bluff Recreation Area. The corridor will parallel the east side of Missouri State Highway DD for approximately 9,600 feet and then use an “old road corridor” along the top of Wild Boar Ridge leading to the well for approximately 3,100 feet.
The Contractor shall clear the old road corridor along the top of Wild Boar Ridge leading to the well as necessary to allow construction vehicle access. The existing old road corridor contains downed trees and minor brush. Any tree removal shall occur during the Indiana bat and Northern long-eared bat’s hibernation season (between November 1 and March 31).
A pull box will be placed at approximately every 500-ft along the buried cable. The electric line along Missouri State Highway DD shall be installed utilizing directional drilling methods.
The electric line along the old road corridor can be installed utilizing either directional drilling or trenching.
The Contractor shall coordinate with the Public Utility (PU) provider, Ameren, to obtain all permits, pay all fees, and provide all labor, materials and equipment to extend the primary distribution system which includes transformers, meter bases, metering, and service connection requirements. This includes all trenching, backfilling, boring, landscaping and other requirements for replacing and extending the primary distribution system necessary to meet project
