About this opportunity

The Department of Agriculture Forest Service seeks quotes for fuel break stewardship services and timber removal on the Fremont-Winema National Forest, Lakeview Ranger District, with proposals due August 12. This is a total small business set-aside call under the Region 6 Pacific Northwest Stewardship BPA; only current BPA holders are eligible, and quotes from non-BPA vendors will be rejected without evaluation.

Place of performance is Lakeview, Oregon. The work spans up to 964 acres across mandatory and optional items: mandatory items include 295 acres of conifer cut, skid, and deck work and 49 acres within old growth units; optional items include 138 acres of additional conifer thinning, 482 acres of grapple pile work, and removal of up to 16,248 tons of sawtimber timber subject to agreement at a minimum acceptable offer of $1.17 per ton. The period of performance runs from date of award through December 1, 2028.

The procurement is Firm-Fixed Price and issued under FAR 12 (commercial services) as a combined synopsis and solicitation. NAICS code is 113310 (Logging) with a 500-employee small business size standard; PSC is F014. Work includes conifer thinning, hazardous fuel reduction, and felling and yarding operations to reduce catastrophic wildfire risk and advance Executive Order 14225 on timber production expansion and USDA's National Active Forest Management Strategy.

Technical requirements include achieving a target residual basal area of 50 square feet per acre (acceptable range 40–60 square feet) for trees over 8.9 inches DBH, with species preference for ponderosa pine, sugar pine, and western white pine; protecting Whitebark Pine from cutting; slash piling with minimum 8-foot height and 12-foot diameter; and erosion control with 35-percent maximum slope limitations for ground-based equipment. Road maintenance requirements in Appendix C apply only if timber subject to agreement is hauled from the contract area. A mandatory site visit was held July 22, 2026.

Evaluation weighs technical approach significantly more than past performance and past performance significantly more than local community benefit, with technical factors approximately equal to cost when combined. Quotations must remain valid for 60 days after receipt. Amendment 002 (effective August 7) clarified that Appendix C road maintenance applies conditionally. Amendment 001 (effective July 23) added specifications for sugar pine and western white pine and incorporated site visit Q&As.
