About this file
This is a USDA Forest Service Fire Plan form (R6-FS-6300-55) for the Cottonwood Fuels Break IRSC contract with an award date of 2028. The document establishes fire prevention and suppression protocols between the contractor and the Forest Service during the contract performance period. The contractor is responsible for taking reasonable and practical action to prevent and suppress fires in the project area, with suppression actions to commence immediately upon discovery or awareness of any fire. The contractor must employ or designate named individuals as fireguards responsible for fire detection and suppression duties.
The Fire Plan specifies that the contractor may or may not permit employee smoking and open fires in the project area, with any such activities requiring written authorization from the Contracting Officer's Representative. Predicted fire precautions class information is available from the LIFC Dispatch Center at 541-947-6315. Fire incidents must be reported to either the LIFC Dispatch in Lakeview, OR (541-947-6315) or Scott Havel, the Fire Management Officer (FMO) in Lakeview, OR (541-219-9992). The Forest Service retains the authority to counsel on suppression action and supplement contractor efforts with personnel and equipment as necessary. If a fire requires appreciable reinforcements beyond the contractor's capacity, the Forest Service may assume control of suppression operations and employ the contractor's personnel and equipment. The plan includes sections for documenting contractor employees' fire qualifications, available firefighting personnel, and vehicle resources, with joint preparation and signature by both the contractor and Contracting Officer's Representative required.
