About this file
This is a Questions and Answers document from a site visit conducted on July 22, 2026, for the Cottonwood Fuels Break IRSC contract opportunity. The document addresses six key clarifications regarding project execution and environmental compliance.
The Q&A clarifies operational procedures for the fuels reduction work, including requirements for stream crossings in ephemeral streams at right angles and permission to briefly exit and re-enter the contract boundary (up to a couple hundred feet) when necessary for slope, stream crossing, or accessibility reasons, provided the contractor notifies the agency for specialist review of any potential disturbances. Regarding vegetation removal, contractors may need to employ both mechanical and manual cutting methods to meet specifications for cutting 3-foot tall pine/fir up to specified diameters. For debris management, machine piling specifications require all slash and down woody debris at least 3 inches in diameter and 3 feet in length to be piled at minimum heights of 8 feet and diameters of 12 feet. The document confirms that all Whitebark Pine will be flagged prior to contract start to ensure protection, and clarifies that some level of soil disturbance is acceptable during project execution.
