This is a total small business set-aside under NAICS 237990 (Other Heavy and Civil Engineering Construction), with a $45 million size standard.
Place of performance is the Corona Arch trailhead site near Moab, with staging at the Gold Bar Group Site across SR-279 from the worksite. The contract requires delivery of approximately 276 tons of 2-inch Granular Borrow material and 184 tons of 1-1/2-inch Untreated Base Course material, with sieve analysis test results per ASTM C136 demonstrating compliance prior to or concurrent with delivery. Contractors must furnish, operate, and maintain a water truck with minimum 2,000-gallon capacity and spray equipment, operated by a qualified driver, available Monday through Thursday for approximately 10 hours daily for an estimated three weeks. Material will be tailgate-spread along the exit road rather than stockpiled; Government crews perform all placement, spreading, and compaction. Water truck operations support Government placement and compaction on an as-needed basis per direction from the Contracting Officer's Representative.
This is a firm fixed-price supplies contract with 30-day period of performance following Notice to Proceed. Material delivery and unloading are priced per ton; water truck services are priced as lump sum. Award will be made using Lowest Price Technically Acceptable evaluation under FAR Part 13 simplified acquisition procedures. Quotations must remain valid for 60 days minimum. Amendment No. 0001, issued June 16, 2026, incorporates a Questions and Answers document; contractors must acknowledge receipt of the amendment prior to the quote deadline.
