About this file
This is a Questions and Answers document (140L5726Q0019) addressing contractor inquiries regarding material delivery and placement for a construction project at the Corona Arch trailhead site.
The Government requires tailgate spreading of gravel along an exit road rather than stockpiling in a single location. Trucks will access the new exit road at a newly-constructed turn-off opposite the Gold Bar Group Site area entrance and will not traverse the Corona Arch parking area to avoid trailhead conflicts. The staging area is located at the Gold Bar Group Site, across the highway from the worksite, with a paved apron at the exit road mouth allowing safe pull-off from SR-279. Truck and pup configurations will be difficult to use given the tailgate spreading requirement. The Government prefers delivery of 2" Granular Borrow material first as subbase material to bridge soft sand areas, but will consider alternative sequencing if sufficient 2" material is placed to allow UTBC dumping while Government crews continue working the base material. The contractor has flexibility in sourcing water; the Government does not specify a preferred source. A water truck should be on-site or at the Gold Bar staging area during the 10-hour operating window for dust control and material moistening on an as-needed basis, with Government equipment operators directing when spraying is desired. No daily maximum or minimum hauling quantities are specified, except that all gravel must be delivered within a three-week period. Material placement thickness and exact spread areas will be determined on-site in conjunction with the Contracting Officer's Representative (COR), as the contract requires only material delivery and unloading with Government crews performing the spreading to design thickness. Expected water usage is approximately one truckload per day with moistening three times daily, though quantities are site-dependent and not precisely quantifiable.

Q&A’s
Q1. Does the Government want the gravel stockpiled in one location, or tailgate-spread along the exit road?
A1. Material will be tailgate spread along the exit road due to the way construction is being done. NOTE: in order to avoid conflicts with the trailhead, trucks will not traverse the Corona Arch parking area. Instead, they will access the new exit road at the newly-constructed turn-off immediately opposite the entrance to the Gold Bar Group Site area.
See image below:
Q2. What is the size and layout of the staging area? Has a truck & pup setup been used in the past?
A2. Refer to image above. The statgins area will be done at the Gold Bar Group Site area which is literally across the highway from the worksite. A truck and pup configuration may have been used for past work at the Corona Arch trailhead site, but given the circumstances of this project, trucks with pups will be difficult to use since the trucks will most likely only use tailgate spreading for material placement. There is a paved apron at the mouth of the pending exit road that will allow trucks to safely pull off of SR-279 prior to tailgate spreading. Trucks will not be permitted to drive through the existing parking area in order to drop loads.
Q3. Does the Government prefer that the 2" Granular Borrow or the UTBC be delivered first, or may the contractor sequence deliveries based on trucking availability?
A3. The Government prefers that the 2" material be delivered first, as it will be used as sub-base material, and used to bridge areas of soft sand that can be difficult to drive in.
However, the COR is willing to consider different sequencing if the contractor is able to place enough 2" material down to allow for dumping of UTBC on top of the already-laid 2" material, while still allowing Government crews to work the 2" material.
Q4. Does the Government have a preferred or pre-approved water source?
A3. The Government leaves the sourcing of the water to the Contractor and does not have a preferred water source.
Q4. Should the water truck be on-site during material deliveries, or does the Government prefer it comes in after deliveries to reduce congestion at the trailhead?
A4. The work will not be done at the trailhead itself, but at the north end of the trailhead parking. This will automatically avoid trailhead congestion. The Government would prefer, if practicable to have the water truck on-site, or at the Gold Bar staging area across the street to help with dust control and material moistening on an "as-needed" basis during working hours. Government equipment operators will inform the water truck driver when spraying is desired.
Q5. Where will the water truck be permitted to stage during the 10-hour operating window, and where is standby acceptable when not actively spraying?
A5. See answer to Q2.
Q6. Could you please confirm whether there is a minimum or maximum quantity of material that may be delivered per day? If daily delivery limits exist, please specify the allowable tonnage range so we can plan trucking and scheduling accordingly.
A6. The Government will not set daily maximums or minimums on hauling at this time other than to say that the full amount of gravel needs to be delivered to the site within a three-week period. The nature of the work does not permit discreet quantitization for daily haul schedules. Placement and hauling will be determined after award in conjunction with the COR and may (but not necessarily will) vary daily due to site conditions.
Q7. Could you please confirm the specific grade or thickness of tailgate-spread material required for this project? Will the Government mark or flag the exact area to be tailgate-spread prior to the start of work?
A7. The placement of the material will be determined onsite in conjunction with the COR.
Material thickness is irrelevant, in this case, since the material will be spread to design thickness by a Government crew. This contract pertains to simply bringing the material to the site and unloading it as directed by the COR.
Q8. Can the Government confirm the expected total water usage for this project, or provide an estimated number of gallons anticipated for dust control and compaction?
Additionally, if the contractor is required to provide its own water source, please confirm this requirement and whether any approved fill locations or hydrants are available for use.
A8. The Government has not estimated water usage for the project. The Government expects that the site should be moistened at least three times through out the day (beginning of day, middle of day, and end of day), but these specifics are site dependent, and not easy to quantify. The Government does not anticipate that more than a single truckload of water would be required on any given day, but the daily quantity may be less depending on daily construction conditions.
