About this opportunity

The Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee has issued a Special Notice for Control System Modification to the A-Exhaust Variable Frequency Drives. The Department of the Air Force Materiel Command Test Center published this notice on February 20, 2026, with a submission deadline of February 25, 2026. The Government intends to negotiate with a single source, Innomotics, LLC, under the authority of 10 U.S.C. 3204(a)(1), citing that the requirement is available from only one responsible source. However, the notice indicates that all responsible sources may submit capability statements, proposals, or quotations for consideration. The Government will make a final determination on whether to conduct a competitive procurement based on responses received by 10:00 AM CST on February 25, 2026, and if no affirmative responses are received, the contract will be awarded to Innomotics, LLC.

The primary objective is to modify existing Variable Frequency Drives at the Engine Test Facility Auxiliary Exhauster to enable three distinct operational modes capable of supporting simultaneous operations at up to 100% load (25.5 megawatts) with zero to 100% speed capability and 98% efficiency. The contractor must resolve current oscillation issues occurring at approximately 20 megawatts in parallel configuration through hardware and software modifications, establish an eight-month performance period with defined milestones, and deliver comprehensive operational documentation and performance evaluations. Key deliverables include an operational Statement of Work, performance data across multiple test cycles, sustained 25.5-megawatt operation demonstrations, and four years of preventive maintenance for the Medium Voltage Drives. All interested contractors should direct questions and submissions to Ms. Paytonne Szatkowski at paytonne.szatkowski@us.af.mil or Ms. Brooke Vandeman at brooke.vandeman@us.af.mil. The Government retains unlimited data rights to all technical data and reports produced under the contract, with emphasis on contractor flexibility in innovative schedule and performance management.
