About this file
This is a Statement of Objectives (SOO) for the AEDC-Control System Modification to A-Exhaust Variable Frequency Drives project at Arnold Air Force Base, Tennessee. The primary objective is to modify existing Variable Frequency Drives (VFDs) installed at the Engine Test Facility Auxiliary (ETF-A) Exhauster (Building 882) to enable three distinct operational modes: Mode 1 (simultaneous XS1 and XS2 operation in parallel configuration), Mode 2 (XS2 motor with XS1 VFD), and Mode 3 (XS1 motor with XS2 VFD). All modes must operate up to 100% loaded at 25.5 megawatts with zero to 100% speed capability (900 rpm), load variance not exceeding ±3 megawatts, unity power factor, and 98% efficiency across all load conditions from 0 to 115% full load. The VFDs currently experience oscillation issues when loads reach approximately 20 megawatts in parallel configuration and require hardware and software modifications to resolve this operational limitation.
The contract must define specific, performance-based work in a Statement of Work format; establish milestones within an eight-month performance period; deliver data including operational plans for each mode and instructions for manual capacitor bank operation from remote locations; and implement a quality control plan with corrective action procedures. Additionally, the contractor must secure four years of preventive maintenance for the Medium Voltage Drives with annual maintenance plans. The contractor shall provide written performance evaluations documenting the operating range for each mode from 1 megawatt to 25.5 megawatts (minimum four cycles per mode) and sustained 25.5-megawatt operation for up to four hours with load variance control. The Government retains unlimited data rights to all technical data and reports produced under the contract. The program management objective emphasizes maximum contractor flexibility in innovative schedule and performance management while maintaining clear Government visibility into schedule, performance, and risk status.

Statement of Objectives (SOO)
AEDC-Control System Modification to A-Exhaust Variable Frequency Drives
1. Program Objectives
1.1 To modify the existing A-Exhaust Variable Frequency Drives (VFDs) currently installed at the Engine Test Facility Auxiliary (ETF-A) Exhauster (Building 882) located on Arnold Air Force Base, Tennessee. The objective of the modification is to configure the VFDs to provide three different operational modes: Mode 1, Mode
2, and Mode 3 in accordance with (IAW) SOO Attachment 1 – Performance
Parameters.
1.2 To secure four-years of preventive maintenance for the Medium Voltage Drives.
2. Contract Objectives: At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
Specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the requirement IAW SOO Attachment 1 – Performance Parameters.
2.2. Milestones:
Planned, significant events scheduled to occur at specific times in performance of the SOW, throughout a time-period not exceeding eight months, to include all deliverables.
2.3. Data Deliverables
Tangible or intangible data items produced because of the work performed, and their anticipated delivery date, method of delivery, format, and quantity. At a minimum, data deliverables shall include: 1. An operational plan for each mode to demonstrate successful operation, and 2. Instructions for how to operate capacitor banks manually from remote locations.
2.4. Data Rights.
The Government shall receive Unlimited Data Rights to all technical data and reports (i.e., data deliverables) produced in performance of the SOW.
3. Quality Control Plan (QCP):
Development and maintenance of a quality control plan to ensure the requirement is met IAW the SOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offeror the maximum flexibility to innovatively manage schedule, performance, risks, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Performance Parameters). Clear government visibility into the schedule, performance, and risks shall be maintained.
SOO Attachment 1 – Performance Parameters
AEDC-Control System Modification to A-Exhaust Variable Frequency Drives
The following is a list of the critical performance parameters (PPs) required to meet the objective of the AEDC-Control System Modification to A-Exhaust Variable Frequency Drives requirement.
1. Background: The motors and rheostats in the ETF-A Exhauster building were replaced in calendar year 2020 with new VFDs and synchronous motors. The drives have successfully operated independently through the entire load profile and in a parallel configuration up to 15 MW. However, when loads reach approximately 20 MW in parallel configuration, the drives began oscillating out of control. Therefore, modification to the VFDs is required in order to reach the minimum performance parameters specified herein.
2. Develop plan with sequential procedures for the modification of the variable frequency motor drives (VFDs).
2.1 Define modifications required to VFD hardware/software to achieve operation in
Mode 1 up to 100% loaded 25.5-Megawatt (MW), with zero to 100% (900 rpm) speed, the load not varying more than ±3 MW, and the drives at unity power factor during operation at 98% efficiency during all load conditions varying from 0 to 115% full load.
2.1.1 Mode 1 is the simultaneous XS1 and XS2 operation with the motors operating in a parallel configuration.
2.1.2 Identify services and support required to accomplish 2.1.
2.2 Define modifications required to VFD hardware/software to achieve operation in Mode 2 up to 100% loaded 25.5 MW, with zero to 100% (900 rpm) speed and the load not varying more than ±3 MW, and the drives at unity power factor during operation at 98% efficiency during all load conditions varying from 0 to 115% full load.
2.2.1 Mode 2 is the operation of the XS2 motor with the XS1 VFD.
2.2.2 Identify services and support required to accomplish 2.2.
2.3 Define modifications required to VFD hardware/software to achieve operation in Mode 3 up to 100% loaded 25.5 MW, with zero to 100% (900 rpm) speed and the load not varying more than ±3 MW, and the drives at unity power factor during operation at 98% efficiency during all load conditions varying from 0 to 115% full load.
2.3.1 Mode 3 is the operation of the XS1 motor with the XS2 VFD.
2.3.2 Identify services and support required to accomplish 2.3.
2.4 Identify time-period required for execution of hardware/software modifications outlined above including contractor expected timeframe for execution.
3. Characterize Operational Testing
3.1 Provide an operational plan for each mode to demonstrate operation meets the requirements herein.
3.2 Provide written performance evaluation of the operating range for Mode 1 from 1 MW to 25.5 MW and 25.5MW to 1 MW for a minimum of four times. This includes the PPs outlined in 2.1.
3.3 Provide written performance evaluation of the operating range for Mode 1 at 25.5 MW for up to 4 hours with loads not varying more than ±3 MW.
3.4 Provide written performance evaluation of the operating range for Mode 2 from 1 the PPs outlined in 2.2.
3.5 Provide written performance evaluation of the operating range for Mode 2 at 25.5
3.6 Provide written performance evaluation of the operating range for Mode 3 from 1 the PPs outlined in 2.3.
3.7 Provide written performance evaluation of the operating range for Mode 3 at 25.5
4. Preventative Maintenance
4.1 Develop plan to provide annual preventative maintenance for the Medium Voltage
Drives.
