About this opportunity

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka seeks construction security and surveillance services at Naval Base Guam, with proposals due April 17, 2026 at 2:00 PM Japan Standard Time. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), issued as RFQ N6264926QH006, foreclosing competition outside that certified pool.

Place of performance is Sånta Rita-Sumai, Guam (Ordnance Annex, Naval Base Guam, P541 building project). The contractor must provide one Site Security Manager (SSM) and three Construction Surveillance Technicians (CSTs) in support of a secure facility per Intelligence Community Directive 705 series and DoD policies. The SSM requires an active Top Secret security clearance; CSTs require active Secret clearances. All personnel must hold ICD-705 certification (80+ hours) and Technical Surveillance Counter Measures (TSCM) training completed within five years. The prime contractor must possess and maintain an active Top Secret Facilities Clearance throughout performance. Service Contract Labor Standards wage rates apply: $104.18 per hour for SSM, $79.17 per hour for CST, plus fringe benefits.

The base period runs June 1, 2026 through May 31, 2027 (12 months SSM, 11 months CST), with three 12-month option periods and one 9-month option period, extending through February 28, 2030. The contract is firm-fixed-price. The government furnishes equipment including metal detectors, surveillance cameras, two-way radios, iPads, office equipment, and a temporary facility; the contractor provides all other equipment and bears costs for personnel transportation, lodging, meals, and communications devices. Award will be made on best-value basis with technical capability and past performance weighted more significantly than price. Evaluation factors are Technical Capability (understanding of Performance Work Statement, current Top Secret Facilities Clearance, qualified cleared personnel resumes), Past Performance (up to two examples from the past five years on similar secured or sensitive facility projects, at least 50% complete, with references), and Price. Questions are due five calendar days before submission. NAICS 561612; PSC R430.
