About this file
This document is a Questions and Answers (Q&A) file addressing 64 inquiries from offerors regarding a federal construction site security services solicitation.
The solicitation requires construction site security services at a facility in Guam, with performance involving a Site Security Manager (SSM) and Construction Surveillance Technicians (CSTs). The base period spans 12 months for SSM services (CLIN 0001) and 11 months for CST services (CLIN 0002), with estimated staffing of 40 hours per week subject to adjustment based on construction schedules, including potential weekend and holiday coverage. The contractor must provide a fully burdened firm-fixed-price (FFP) proposal that includes all labor costs, overtime, and premium pay without separate handling. The prime contractor is required to possess an active Top Secret Facility Clearance (FCL) at time of award and throughout contract performance, with no government sponsorship provided. All personnel must meet minimum qualifications including Technical Surveillance Countermeasures (TSCM) training or equivalent, such as the Department of State SE631 Construction Surveillance Technician course. The SSM must be full-time on-site, while CSTs perform surveillance and escort duties as determined by the SSM. Equipment including handheld metal detectors, cameras, and radios will be government-furnished per Attachment 07; however, contractors are responsible for all additional equipment needed to execute the approved Construction Security Plan (CSP), which will be provided upon award. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis per FAR 12.203(c)(2), evaluating Technical Capability (Factor 1), Past Performance (Factor 2), and Price (Factor 3) with price submitted separately. The solicitation was extended with offers due April 15, 2026, by 2:00 PM Japan Standard Time. SCA wage determination requirements apply, with contractors determining appropriate labor category mappings. Joint Ventures may submit proposals when the individual partner performing classified work holds the required FCL, and major subcontractor past performance is considered equally with prime contractor experience in Factor 2 evaluation.

Question # Section/Reference Relevant RFP Text/Page Number Question Response
For Factor 2 (Past Performance), will the Government consider past performance involving secure construction, SCIF/SAPF/T-SCIF support, cleared site security, or other sensitive/controlled facility projects as relevant, even if the prior effort was not identical in title to "construction site security services"?
Yes
If the Offeror proposes identified subcontractors or teaming partners that will perform a meaningful portion of the requirement, will the Government consider those team members' past performance as part of Factor 2?
Yes
If an Offeror has limited directly relevant corporate past performance, but submits a technically acceptable proposal supported by qualified key personnel and relevant team experience, will the Government assign a Neutral Confidence rating where appropriate under Factor 2?
The Government will evaluate factors after the solicitation closes.
Under Factor 1 (Technical Capability), to what extent will the Government consider the individual experience, clearances, and certifications of proposed key personnel in assessing technical capability where the Offeror has limited directly comparable corporate past performance?
Factor 1 will be considered and evaluated in accordance with Att 03 Addendum 52.212-1 and Att 04 Addendum 52.212-2.
Please confirm whether the offeror/prime contractor itself must possess the required active Top Secret Facility Clearance at the time of proposal submission, or whether the Government will consider a proposal where the required cleared capability is provided through an identified teammate in a compliant prime-subcontractor arrangement.
While subcontracting is permitted, the prime must have an active FLC before award and maintain it throughout the duration of the contract.

59 L.3
Technical Proposal: the proposal shall address the following evaluation factors and clearly demonstrate which factor is addressed:

Factors 1-3 all appear to fall under one volume called “Technical Proposal.” Are bidders to submit Technical Capability, Past Performance, and Price all in one volume, or should the Price Proposal be submitted separately?
Att 03 amended to submit price proposal separately.
60 L.3, Factor 1, d)

61 Contractual N/A
Will the Government please confirm that an unpopulated Mentor-Protégé Joint Venture (JV), in which both members individually hold active Top Secret Facility Clearances (FCLs), may submit a proposal for this requirement without the JV itself possessing a separate FCL, provided all classified work is performed by personnel under the cleared member companies? This clarification is requested pursuant to 13 CFR § 121.103(h)(5), Section 1629 of the FY 2020 NDAA, DoD DTM 24-004 (Aug 2025), ISOO Joint Notice 2024-01, and the GAO Decision InfoPoint LLC, B-419856 (2021), which collectively establish that unpopulated JVs composed entirely of cleared entities may rely on the FCLs of their members when those members perform the classified work.
Joint Ventures may submit a proposal when the individual JV partner that will perform the classified work holds the appropriate facility clearance. Att 03 Instructions to Offerors has been updated.
Will the Government clarify whether CST personnel qualifications must be obtained through Government-provided or independently validated training programs, or whether contractor-developed training is acceptable?
The training does not have to be government provided, however it does need to meet the minimum requirements outlined in the PWS.
How does the Government ensure objectivity and consistency in CST personnel qualifications when contractor-developed training programs are used to qualify personnel performing under the contract?
The government will evaluate quotations in accordance with FAR (RFO) 12.203(c)(2).
64 L.3, Factor 1, b)
The vendor shall provide proof of current Facilities Clearance Level (FCL) that is equivalent with the requirements at time of submission. The proof/verification shall be in the form of a Defense Counterintelligence and Security Agency (DCSA) verification or letter demonstrating that the vendor possesses a current Top Secret Facilities Clearance.
The verification or letter shall be dated within a year of the solicitation's closing date.
Given that the Government contracting office has access to the NISS for independent verification, DCSA does not currently issue public certificates/letters verifying facility clearances. Therefore, please confirm that a currently dated letter from the bidder’s Facility Security Officer stating the CAGE Code and current level of clearance will satisfy the Government’s requirement that “the verification or letter shall be dated within a year of the solicitation’s closing date.”
This contracting office does not have access to NISS.
