About this opportunity

The National Park Service Southeast Region is soliciting proposals for the demolition of the Coopertown Restaurant at Everglades National Park in Miami, Florida. The scope of work includes asbestos siding and lead-based paint abatement in accordance with federal and state regulations, complete demolition of the 1,440-square-foot wood-frame structure, disposal of all debris and hazardous materials at licensed facilities, and site backfill and elevation to a finished grade of 9.2 feet NAVD-88 using compacted aggregate fill. Key contract requirements include mandatory attendance at a pre-construction meeting at least seven days in advance, bi-weekly field meetings with the Contracting Officer's Representative, coordination with the concessioner to maintain airboat operations, and submission of post-award deliverables including a Hazardous Materials Abatement Plan, Hazard Analysis and Safety Plan, and Demolition & Disposal Plan within 10 to 15 days of award. Evaluation will be based on three factors: Technical Approach (not to exceed 20 pages), Past Performance with at least three client references from similar projects completed within the past five years in remote locations with logistical complexity, and Cost Proposal with detailed breakdowns, with non-cost factors weighted significantly more than cost. The deadline for proposal submission is March 18, 2026, at 1:00 p.m. ET, and questions were due by February 26, 2026, at 1:00 p.m. ET, with answers posted by March 2, 2026.

This opportunity is set aside as a Total Small Business competitive action, requiring bidders to maintain small business designation in SAM.gov. The estimated contract value ranges between $75,000 and $150,000, with a performance period of 60 calendar days after notice to proceed, commencing within 10 calendar days of the notice. Work must be completed within the specified timeframe during normal business hours of 7:00 a.m. to 5:00 p.m., Monday through Thursday, excluding Federal holidays. The project is located at 22700 SW 8th Street, Miami, FL 33194, within Everglades National Park. Performance and payment bonding at 100 percent of the contract value is required upon award, along with a bid guarantee (Bid Bond) at 20 percent of the total bid amount, which must be submitted with the proposal. Prevailing wage rates established by the Department of Labor for Miami-Dade County building construction apply to this federal contract, with rates ranging from $11.79 to $55.85 per hour depending on the craft classification.
