About this file

This is a Phase II Environmental Site Assessment (ESA) Summary Report prepared for the Coopertown Airboat Rides property located at 22700 S.W. 8th Street, Miami, Florida. The assessment was conducted by CRB Geological & Environmental Services, Inc. to evaluate potential environmental impacts associated with four Recognized Environmental Conditions (RECs) identified in the Phase I ESA: former and current maintenance activities at a maintenance shop, a chemical storage area, historic discharges to a septic system, and a former adjoining underground storage tank facility. The Phase II investigation included soil sampling, groundwater assessment, asbestos survey, and lead-based paint survey conducted in November 2015.

The soil assessment identified Petroleum Range Organics at 474 mg/kg in sample SB-2 from the maintenance area, exceeding the Florida Department of Environmental Protection commercial standard of 2,700 mg/kg; CRB recommends soil removal at an estimated cost of $10,000 to $15,000. Groundwater sampling from two monitoring wells revealed all compounds below applicable regulatory standards. Lead-based paint survey detected lead in excess of HUD guidelines (5.40 to 5.90 mg/cm²) in ceramic floor tiles in both restrooms; removal is estimated at $10,000 to $15,000 excluding replacement. Asbestos was detected in house siding and window caulking with removal estimated at $18,000 to $29,000. The report includes laboratory analytical results, chain of custody records, groundwater sampling logs, and lead-based paint assessment details, all indicating the property requires remediation of identified contaminants prior to acquisition by the National Park Service.

Re: CRB Project No. NPS 1244-04; Phase II ESA Summary Report, for the Coopertown

Airboat Rides, located at 22700 S.W. 8th Street, Miami, Florida

Dear Mr. Kelly:

CRB Geological & Environmental Services, Inc. (CRB) is pleased to provide you with this Phase II Environmental Site Assessment (Phase II) Summary Report for the above referenced property (Site). This Phase II was implemented to assess potential impacts to the Site associated with the Recognized Environmental Conditions (RECs) identified in the Phase I Environmental Site Assessment prepared by CRB and dated August 25, 2015. These RECs included: 1) Former and Current Maintenance Activities at Maintenance Shop; 2) Chemical Storage Area; 3) Historic Discharges to Septic system; and 4) Former Adjoining Underground Storage Tank Facility (UST). In addition, an asbestos survey and a lead-based paint survey were conducted. Lead was detected in the ceramic tiles in the restrooms only. The asbestos survey was provided under separate cover. Asbestos was detected in the house siding and window caulking. All other assessment activities are included herein. A Site Location Map and Site Map with Sampling Locations are included as Figures 1 and 2, respectively.

Lead was identified in ceramic floor tiles in the restrooms. No other site impacts were identified.

Soil Assessment

On November 23, 2015, CRB personnel were on-site to collect two (2) soil samples from the Site. Soil sample SB-1 was collected from the hydraulic lift area, and soil sample SB-2 was collected from the maintenance area. The locations of the soil samples are shown on Figure 2.

All soil samples were collected using a stainless steel hand auger. Soil sample SB-1 was collected from near the groundwater interface, encountered at approximately two (2) feet below grade, and soil sample SB-2 was collected from approximately one-half (0.5) foot below grade.

All soil sampling was conducted in accordance with DEP SOP-001/01.

The soil samples were preserved on wet ice and transported to Pace Analytical Services, Inc.

(Pace) in Pompano Beach, Florida, using proper chain of custody protocols to control the transfer of samples. Pace analyzed the samples for Volatile Organic Aromatics (VOAs) by EPA Method 8260, Polycyclic Aromatic Hydrocarbons (PAHs) by EPA Method 8270, and Total Recoverable Petroleum Hydrocarbons (TRPH) by Method FL PRO.

NPS 1244-04 2 CRB Geological & Environmental Services, Inc.

All compounds analyzed were reported as Below Detectable Limits (BDL) The exception of Petroleum Rand Organics, which were reported at 474 mg/kg in SB-2. A summary of the soil analytical results is included in Table 1, and the laboratory analytical results and chain of custody record are included in Attachment A.

Groundwater Assessment

On November 23, 2015, CRB personnel were on-site to install monitoring well MW-1 and MW- 2 near the hydraulic lift and maintenance area, respectively. The locations of the monitoring wells are shown on Figure 2. The wells were installed with a truck mounted drill rig equipped with hollow stem augers to a depth of approximately eleven and one-half (11.5) feet below grade. The monitoring well was constructed of 1-inch diameter schedule-40 polyvinyl chloride (PVC) pipe with ten (10) feet of 0.01-inch slotted screen, followed by a solid riser to the surface.

On November 25, 2015, CRB personnel were on-site to collect groundwater samples from the newly installed monitoring wells. Prior to sampling, three (3) well volumes were purged from each monitoring well using a peristaltic pump. Groundwater sampling was conducted in accordance with DEP SOP-001/01. The groundwater sampling log is included in Attachment B.

The groundwater samples were preserved on ice and transported to Pace using proper chain of custody protocols to control the transfer of samples. Pace analyzed the sample for VOAs by EPA Method 8260, PAHs by EPA Method 8270, and TRPH by Method FL PRO.

All compounds analyzed were reported as BDL or below the applicable regulatory standards. A summary of the groundwater results is included in Table 2, and the laboratory analytical reports and chain of custody record are included in Attachment C.

Lead Based Paint Survey

In 1978, the Consumer Product Safety Commission (CPSC) banned the production of virtually all house paints containing lead. Established guidelines for lead in paint include the U.S.

Department of Housing and Urban Development's (HUD's) 1 mg/cm2. This level is only enforceable for HUD properties but is a guideline for other properties at which concentration lead abatement measures or Operations and Maintenance programs should be implemented.

As part of this Phase II, a lead based paint survey was conducted at the Site. This survey included the analysis of suspect materials within the interior and exterior via x-ray fluorescence (XRF). Lead based paint in excess of the HUD guideline, and ranging from 5.40 mg/cm2 to 5.90 mg/cm2, was identified in ceramic floor tiles in both restrooms. All other samples were reported as below the HUD guideline. The lead based paint results are included in Attachment D.

Discussion, Conclusions, & Recommendations

To assess potential impacts associated with the RECs identified in the Phase I ESA, CRB recommended and implemented this Phase II, including the collection and analysis of soil and groundwater samples. In addition, an asbestos survey and a lead based paint survey were requested. The asbestos survey was provided under separate cover. All other results are reported herein.

NPS 1244-04 3 CRB Geological & Environmental Services, Inc.

No compounds were detected above Florida Department of Environmental Protection (DEP) standards in the groundwater samples. In SB-2, Petroleum Range Organics were reported at 474 mg/kg. All other compounds in SB-1 and SB-2 were below FDEP standards. CRB recommends removal of contaminated soil in the area of SB-2. The estimated cost to complete this task is $10,000 to $15,000.

In addition, lead-based paint, in excess of the HUD guidelines, was reported on ceramic tiles in both restrooms. This material may be left in place provided it remains in good condition. In the event removal of the tile is required, all work must be conducted in accordance with the EPA’s Lead Renovation, Repair and Painting (RRP) Program. The cost to remove the tile is estimated at $10,000 to $15,000. This does not include tile replacement.

As stated previously, an asbestos survey was completed and asbestos was detected in the siding and window caulking. The cost to remove the materials is estimated at $18,000 to $29,000.

If you have any questions or require any additional information, please do not hesitate to contact one of us at (305) 447-9777.

Sincerely, CRB Geological & Environmental Services, Inc.
