About this file
This is a Solicitation Instructions document for a Construction Basic Ordering Agreement (BOA) issued by the Department of the Air Force, 31st Contracting Squadron at Aviano Air Base, Italy.
The Air Force seeks to establish a Construction BOA with qualified contractors to perform maintenance, repair, alteration, and minor construction work on real property at Aviano Air Base and associated Geographically Separated Units in Italy. The BOA itself does not result in a contract; rather, it qualifies contractors to compete for individual Firm Fixed Price (FFP) Task Orders issued under the agreement. The solicitation is issued as a Request for Proposal under RFO Part 15 (Contracting by Negotiation) and RFO Part 36 (Construction). The NAICS code is 236220 (Commercial and Institutional Building Construction). The BOA is valid for five years with annual reviews to ensure contractor qualification and compliance. All work must be performed directly at Aviano Air Base and its associated units in Italy.
Contractors must submit signed proposals including a cover letter, completed attachments, representations and certifications, and Form 1442 signed and dated. The deadline for questions is 05 June 2026, with agreement submissions due no later than 08 June 2026; however, signed agreements may be submitted at any time for consideration. Pricing will not be evaluated at the BOA level but only at the individual Task Order level where qualified BOA holders will compete. The Government retains unilateral authority to exercise options on Task Orders, make administrative changes, and modify funding obligations pursuant to FAR provisions.
