The Infrastructure Contracting Division, Air Force Test Center (Operating Location- Eglin AFB, FL) intends to solicit, negotiate, and award a single Firm-Fixed Price contract to construct a Variable Height Tower on site C-86 Eglin AFB. This acquisition is under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation and FAR Part 36, Construction and Architect-Engineer Contracts. This announcement constitutes the only solicitation; a proposal is being requested. This solicitation is issued as Request for Proposal (RFP) FA2823-14-R-6024. The North American Industry Classification System (NAICS) code for this acquisition is 238120, with small business size standard of $15M. This is a 100% Small Business Set-Aside.


In accordance with FAR 52.232-18, Availability of Funds, funds are not currently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this requirement either before or after receipt of proposals with no obligation to the Offeror by the Government.

Offerors must be registered in the System for Award Management (SAM) in order to be eligible for award; https://www.sam.gov/portal/SAM/. A site visit is scheduled for 16 September 2014 at 1430 CST. Eglin Air Force Base (AFB), FL has a requirement to construct a Variable Height Tower at site C-86 Eglin AFB, FL.  The North American Industry Classification Systems NAICS code for this requirement is 238120 (Structural Steel and precast concrete Contractors) and the small business size standard of $15M.  This acquisition is limited to 100% Small Business.  This is a Tradeoff Process acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3.  The Government reserves the right to award a contract to other than the lowest proposed price.  All responsible sources may submit an offer that shall be considered by the agency.  


 


The work under this contract consists of furnishing all plant, labor, materials, and equipment and performing all operations to construct a variable height tower. In general, the work includes construction of two steel towers that allow a laboratory building to vary in height between the two towers.  The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the plans, specifications, and drawings.  The work is located at off Eglin AFB, FL at site C-86 in Okaloosa County.  The estimated magnitude of the future construction projects to be awarded is $1,000,000 to $5,000,000.  Estimated completion time is nine-months after Notice to Proceed (NTP).


 


This is a paperless acquisition.  Paper copies of the solicitation will not be issued.  The Request for Proposal (RFP) will be available on the Federal Government Electronic Posting System www.fedbizopps.gov on or about 15 August 2014. No response to this notice is necessary and a Source List will not be maintained.  Prospective contractors must be registered in the DoD System for Award Management (SAM) database https://www.sam.gov/, prior to award of a Government Contract.  Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number.  Recommend registering immediately in order to be eligible for a timely award.  The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to the offeror by the Government.
