The Department of Veterans Affairs Technology Acquisition Center is soliciting proposals for Electronic Health Record Management (EHRM) Infrastructure Upgrades at the Baltimore Veterans Administration Medical Center, including telecommunications cabling, fiber optic installation, HVAC systems, fire suppression upgrades, access control systems, and building infrastructure modifications to support healthcare facility operations. The contractor must provide all labor, materials, equipment, project management, and quality control in strict adherence to the 100% Narrative and Statement of Work provided by the Architect-Engineer, along with all applicable local, national, federal, and VA standards and specifications. Critical requirements include submission of an Infection Control Risk Assessment (ICRA) plan for VA Infection Control team approval before construction commences, phasing of work to minimize disruptions to veterans and staff, fire caulking and sealing of all wall and ceiling penetrations, and compliance with prevailing wage rates established under the Davis-Bacon Act. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) method with two evaluation factors: Project Experience (Technical) and Price, with both factors requiring an "Acceptable" rating for award consideration. This solicitation is a 100% competitive set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the Small Business Administration, with no current incumbent identified.
