The contract shall remain open until after the station's go-live date to address any identified additional work. The A/E shall review contractor requests for information and cost proposals for construction change orders, providing independent cost breakdowns with detailed quantities and unit prices for both additions and deductions of labor, materials, and equipment.

CONSTRUCTION SCOPE OF WORK

EHRM Infrastructure Upgrades – Baltimore, MD

PROJECT NO: 512-22-700

PROJECT NAME: EHRM Infrastructure Upgrades – Baltimore, MD

1. GENERAL INTENT:

The Contractor shall furnish all labor, materials and equipment to prepare the sites identified on the Baltimore Veteran’s Affairs campus for the installation of additional IT Tower Additions (TR Towers), new data cabling, new fiber optic cabling, and TR equipment for deployment of the Electronic Health Record (EHR).

2. STATEMENT OF WORK:

Provide all work detailed in the 100% Narrative and SOW provided by the A/E in the Bid Files. Contractor to ensure all work adheres to all specs provided in addition to all local, national, federal, and VA standards, specs, and guidelines. Before commencing construction, contractor is to provide an Infection Control Risk Assessment (ICRA) plan for approval by VA Infection Control team. Infection Control severity levels will be taken from the ICRA’s enclosed in the bid documents, not the AE’s architectural drawings. Contractor also to phase work as necessary to ensure limited disruptions to veterans and VA staff. Any new penetrations made or existing penetrations in walls and/or ceilings found during construction must be fire caulked and sealed.

Offerors are to verify field conditions with a pre-bid site walk and (Requests for Information (RFI’s).

All construction work shall be completed during normal work hours, 7:30am-4:00pm. If off-hours and/or weekend work is required, it will be communicated and approved by the VA Contracting Officer’s Representative (COR) in advance. Construction Period Services are to be provided by the Design A/E of record, Spees Design build, LLC.

3. PERIOD OF PERFORMANCE:

3.1 Work timelines and completion progress shall be communicated to the COR for tracking purposes.

3.2 Work described in A/E provided SOW shall be completed within 457 days following Notice to Proceed (NTP).

4. PROJECT COMPLETION:

4.1 The contract shall not be closed by the Contracting Officer until after the station’s go-live date in the event that additional work is identified.

4.2 The A/E shall review the Contractor's requests for information and cost proposals for construction change orders when requested by the COR. The A/E's reply regarding his/her review of cost proposals and his/her recommendations shall include an independent breakdown of costs in detail, quantities, and unit prices and shall cover both additions and deductions of labor, materials, and equipment. The A/E shall also supply cost estimates as requested by the COR for Request for Proposals for anticipated changes
