GENERAL REQUIREMENTS

GENERAL

1.1 SAFETY REQUIREMENTS

A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM

INFRASTRUCTURE UPGRADES as required by drawings and specifications. Project scope includes, but is not limited to, the following infrastructure upgrades: Upgraded facility fiber throughout the building to each Telecommunications Room (TR); Provide a redundant fiber run throughout the facility to each TR; Provide redundant fiber mains to the demarcation room from the provider point; Install additional data drops; Install new electrical outlets throughout the facility;

Provide additional power in each TR; Upgrade facility power distribution as required; Upgrade facility HVAC distribution has required; and Physical Security upgrades.

B. Visits to the site by Bidders may be made only by appointment with the Contracting Officer’s

Representative (COR).

C. Offices of Spees Design Build, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by

Contracting Officer or his duly authorized representative.

D. Before placement and installation of work subject to tests by testing laboratory retained by

Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three workdays unless otherwise designated by the COR.

E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, EHRM INFRASTRUCTURE UPGRADES: Work includes all general, safety, and management requirements depicted in the contract documents.

B. ITEM II, GENERAL CONSTRUCTION: Work includes general constructions, alterations, and selective demolition depicted in the contract documents.

C. ITEM III, ELECTRICAL WORK: Work includes all labor, material, equipment, and supervision to perform the required electrical work on this project depicted in the contract documents.

D. ITEM IV, MECHANICAL WORK: Work includes all labor, material, equipment, and supervision to perform the required mechanical work on this project depicted in the contract documents.

E. ITEM V, TELECOMMUNICATIONS WORK: Work includes all labor, material, equipment, and supervision to perform the required telecommunications work on this project depicted in the contract documents.

F. ITEM VI, STRUCTURAL WORK: Work includes all labor, material, equipment, and supervision to perform the required structural work on this project depicted in the contract documents.

G. ITEM VII, SITE AND CIVIL WORK: Work includes all labor, material, equipment, and supervision to perform the required site and civil work on this project depicted in the contract documents.

H. ITEM VIII, ENVIRONMENTAL WORK: Work includes all labor, material, equipment, and supervision to perform the required environmental remediation work on this project depicted in the contract documents.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. Physical security of the construction site and installation will meet requirements depicted in the next paragraph, “Security Procedures,” the VA Design Manual “Physical Security Design

Manual for VA Life-Safety Protected Facilities,” and any other applicable VA documentation.

2. The Contractor is responsible for determining the security plan that will define both physical and administrative security procedures. Once approved by the VA, these procedures will remain effective for the entire duration of the project.

3. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.

B. Security Procedures:

GENERAL REQUIREMENTS 01 00 00 - 03

1. General Contractor’s employees shall not enter the project site without appropriate badge.

They may also be subject to inspection of their personal effects when entering or leaving the project site.

2. Before starting work the General Contractor shall give one week’s notice to the Contracting

Officer so that security escort and/or arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without written permission of the Contracting

Officer. Patients and staff are not to be photographed at any time.

4. VA reserves the right to close down or shut down the project site and order General

Contractor’s employees off the premises in the event of a national emergency. The General

Contractor may return to the site only with the written approval of the Contracting Officer.

C. Guards:

1. The General Contractor shall provide unarmed guards at the project site after construction hours.

2. The Contractor shall provide the guards and VA police with communication devices as directed.

3. The general Contractor shall install equipment for recording guard rounds to ensure systematic checking of the premises.

D. Key Control:

1. The General Contractor shall provide duplicate keys and lock combinations to the

Contracting officer’s representative (COR) for the purpose of security inspections of every area of project including toolboxes and parked machines and take any emergency action.

2. The General Contractor shall install all permanent cores (Small Format Mortise Locks with interchangeable cores) at completion of the work. See Section 08 71 00, DOOR HARDWARE and coordinate.

E. Document Control:

1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.

2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photographs and drawings may be marked “Law

Enforcement Sensitive” or “Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.

4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.

6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.

7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document Management Software (EDMS).

Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.

“Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.

F. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)

A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

B. Limited amounts of well-organized and unobtrusive materials and tools may be kept in the construction area during construction. The VA Medical Center COR may request items be relocated at any point.

C. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the

Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the

Contractor at its expense upon completion of the work. With the written consent of the

Contracting Officer, the buildings and utilities may be abandoned and need not be removed.

D. The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

E. Working space and space available for storing materials shall be determined by the COR.

F. Workers are subject to rules of the VA Medical Center that are applicable to their conduct.

G. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.

H. Execute work so as to interfere as little as possible with normal functioning of the VA Medical

Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to the VA Medical Center areas required to remain in operation.

3. Where access by the VA Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.

GENERAL REQUIREMENTS 01 00 00 - 06

I. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:

1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the

Contractor.

J. Phasing:

1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.

a. Normal working hours for this contract will be from 8:00 AM – 4:30 PM (local time), Monday through Friday, except for weekends and established Federal Holidays.

b. Performing on-site work outside of normal working hours will require approval from the

Contracting Officer (CO) and the Contracting Officer’s Representative (COR). Requests shall be submitted via email at least 72 hours prior to the requested date and at no additional cost to the Government. Approvals are subject to the availability of on-site staff.

2. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR 21 calendar days in advance of the proposed date of starting work in ICRA Class I and II work areas, and 28 calendar days in advance of the proposed date of starting work in ICRA Class III and IV work areas, as well as critical infrastructure buildings (i.e. Boiler Plant / Chiller Plant). Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the VA Medical Center Director, COR, and Contractor.

3. A/E recommended phasing plans, put together with input from the VA COR and Infection

Controls personnel, takes into consideration the VA Medical Center complexity and broad scope of buildings impacted by TR/TE renovations and re-cabling efforts. Phasing of TR/TE renovations and individual room Cat 6A re-cabling will be heavily influenced by the ICRA precautions required by the VA, informed by the associated patient risk levels. Critical patient care areas should be considered distinct from non-patient care areas (engineering, admin space, etc.), and the Contractor shall regularly consult with the VA on patient care area phasing plans before commencing construction work and upon completion.

4. The following tables outline healthcare and non-healthcare spaces within the scope of this project, and the recommended phasing constraints:

Any variations in room maximum will be on a case-by-case basis and must be approved by the VA COR in advance of construction activities.

basis and must be approved by the VA COR in advance of construction activities.

5. Contractor shall provide work plans to the VA for final approval. Contractor shall consider the following constraints in phasing:

a. Contractor shall not commence any planned phase of work without authorization from the COR and an approved outage schedule. It is the Contractor’s responsibility to review any appropriate VA phasing forms with VA COR during Pre-Construction Meeting. All subsequent planned outages will need to be documented and approved by the COR prior to the regulated outages.

b. The Government may halt work in patient care areas at no cost to the Government if work impedes patient care.

c. The Contractor will coordinate with the VA for movement of furniture from new TR/TE spaces prior to work starting.

d. Any TR/TE work that causes excessive noise and/or vibrations shall be coordinated with the VA COR and shall occur only during nights and/or weekends as approved by the VA

COR.

e. Contractor is responsible for ensuring continuous network connectivity for patient care spaces. Outages shall not exceed 1 work shift. Cable pulling shall only occur during non-working, non-peak hours, and scheduled weekends as approved by the VA COR, or as noted otherwise in the above tables.

f. Contractor is responsible for providing a work plan to the VA for approval regarding separation of existing cables and new, and all anticipated demo work.

g. Contractor to ensure that all work in the current phase is completed and approved by the VA COR before proceeding to another phase of work.

6. Taking the above into consideration, the A/E recommends the following phased sequence of construction activities. While it is ultimately up to the General Contractor to determine the construction schedule, the below offers a suggested sequence of construction activities:

PROPOSED PHASING SEQUENCE

GENERAL REQUIREMENTS 01 00 00 - 09

This section is a general overview of the sequence of construction activities pertaining to the new ductbank & fiber distribution, MCR renovation, and TR construction and renovation activities. For specific details pertaining to the individual project components, please see the indicated references directly below the general overview:

Phase 1 Overview – Campus Infrastructure

*Same-numbered items can be worked on concurrently*

1a. Civil duct-banks system installed.

1b. Build new TRs at new locations and/or expand existing TRs as required.

2a. Pull new A/B fiber backbone cables to existing, expanded, or new TRs.

2b. Install any ties from old TRs to new TRs. *Please see Reference #2 below.

2c. For new MCR construction, once commissioning is complete and approved by the VA, Contractor to install fiber ties from old MCR to new MCR. Once fiber is tested and certified, Contractor to notify

VA COR to commence with equipment migration from old MCR to new MCR. VA Requires 90-days minimum for equipment migrations. Contractor responsible for schedule coordination of this activity with the site.

2d. Unbolt existing racks and shift locations for installation of new grounded racks in existing/expanded

TRs. *Please see Reference #3 below.

2e. Install new racks, cable managers and pathways in new (and expanded/existing) TRs.

2f. Re-organize Data Center and install new cabinets.

2g. In TRs, terminate new fiber in new fiber housings in new racks.

2h. In Data Center, terminate new fiber in new fiber housings in new fiber distribution cabinets. (In cases where MCR isn’t available, identify a temporary location to coil/terminate fiber backbone in.)

3. Test new fiber and get approval (commissioning) from VA COR.

Phase 2 Overview – WAO Replacement and TR Cutovers

(VA to provide ONLY [10] new switches to OIT for TRs to maintaining existing switches in existing racks)

4. VA to activate OR relocate Core B switch to new Core B cabinet in new MCR. Patch new fiber backbones to new or relocated core switch to each TR to be fed. VA to connect B-side Core Router to A-side Core Router via 288-strand Umbilical cable between existing MCR and new MCR.

5a. Activate fiber in new TRs through B-side:

• Existing / Expanded TRs – Provide new fiber jumpers from new fiber panels back to existing switch(es), disconnect existing fiber

• New TR/TEs – Provide temporary fiber back feed to existing TR/TE location and patch into existing switch(es), disconnect existing fiber.

5b. Submit cutover plan for VA approval and schedule the installation of new Cat 6a cables on a room/department by room/department basis from new TR racks to existing device WAOs and cutover outlets the same night. *Please see References #4, #5, #6, and #7 below.

• Identify any buildings requiring after hours work for VA support (see above tables).

• See phasing drawing sheets and above phasing parameters for specific building and phasing area work requirements.

• End users, services lines, COR, and OIT are notified and ready.

6. VA to relocate existing Core A switch to new Core A cabinet in new MCR. Patch new fiber backbones to new or relocated core switch to each TR to be fed.
