The 176th Air Wing, Alaska Air National Guard, JBER, AK, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract for construction of a munitions inspection assembly facility at the 176th Wing Campus, Alaska Air National Guard, JBER, AK. Work consists of constructing the maintenance and inspection (M&I) facility including insulation, power, surge protection, telephone, internet, HVAC, floor drains, eye wash/shower station, shop air, cyphered man doors, rollup garage doors, concrete floor with drains and grounding points, grounding bars, lightning protection, and bathrooms. An exterior parking pad is required with outlets for vehicle plug-in and exterior lighting. Relocation of nearby utilities including natural gas and high-voltage electric lines is also required to meet explosives safety criteria.

An option will be included to install, terminate, and connect to source any
associated telecommunications cabling required to provide full telecommunications capability as described in the plans and specifications. This option encompasses all work under DIVISION 27 - COMMUNICATIONS - 271323.  See draft SOW and SPECs for additional information.

The magnitude of the project, to include the option, is between $1,000,000 - $5,000,000

A bid bond in the amount of 20% of the offer is required.

The total Construction duration is anticipated to be 12 months after notice to proceed. 

The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. This will be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.

The tentative date for issuing the solicitation is on or about 16 June 2020.

An organized site visit is tentatively planned for 25 June 2020 @ 2:00 AKST.  Interested parties will meet at 7252 Gibson Ave, JBER, AK and following 176CES personnel to the anticipated work site. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation.

The solicitation closing date is scheduled for on-or-about 16 July 2020.  Actual dates and times will be identified in the solicitation.
