Construct 176WG ADS Training Pad

The 176th Air Wing, Alaska Air National Guard, JBER, AK, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract for construction of a concrete foundation pad and associated support work for a Relocatable Simulator Shelter (RSS) at the 176th Air Defense Squadron, 176th Wing Campus, Alaska Air National Guard, JBER, AK.  The government anticipates including two optional bid items in the solicitation – see the attached DRAFT Statement of Work for details. 

The magnitude of the project, to include optional bid items, is between $250,000 and $500,000.

A bid bond in the amount of 20% of the offer is required.

The total Construction duration is anticipated to be 270 days after notice to proceed. 

The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. The government anticipates this solicitation to be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.

The tentative date for issuing the solicitation is on or about 26 June 2020.
