About this opportunity
The Federal Aviation Administration Southwestern Region seeks consolidated weed control services for the western side of Kansas City District facilities, with proposals due November 6, 2026 at 5:00 PM Eastern Time and questions due October 26, 2026 at 12:00 noon Central Time. This procurement is a total small business set-aside, foreclosing competition outside that category.
Place of performance spans seven FAA facility locations: Wichita (ICT), Salina (SLN), Gardner (IXD), Kansas City Downtown (MKC), Springfield-Ozark (SGF), Tulsa (TUL), and Kansas City International (MCI) across Kansas, Missouri, and Oklahoma. The scope includes chemical herbicide application—one initial solid application during February through March 15 and three annual touch-up applications—targeting a minimum 90 percent vegetation kill rate within 30 days across gravel roadways, plot areas, ditches, and fence lines. Combined facility inventory across all sites totals approximately 3.5 million square feet. Work hours are Monday through Friday, 7:00 AM to 3:30 PM, excluding federal holidays.
The contract runs January 1, 2027 through December 31, 2031 (one base year plus four option years) and will be awarded as a Firm-Fixed Price contract. NAICS code is 561730, Landscaping Services. Contractor personnel must be trained and state-licensed herbicide applicators; personnel requiring routine facility access more than one day weekly for over 180 days or access to FAA computer systems or Sensitive Unclassified Information must complete appropriate access questionnaires. All herbicides must be nonflammable, noncorrosive, and low toxicity; the contractor assumes liability for property damage from overspray or drift, with required repairs within ten days at contractor expense.
Evaluation is lowest-priced, technically acceptable. Offerors must demonstrate at least three successful weed control projects within the past five years, submit past performance supported by at least three customer satisfaction surveys averaging "Good" or higher, and provide complete pricing for base year and all option years. Service Contract Act prevailing wage determinations apply across the service areas. Amendment 0003 (October 6, 2026) extended the bid due date and updated pricing formulas; Amendment 0002 added Hazardous Material Identification and Material Safety Data requirements (Clause 3.6.3-3) and refined weed control scope language; Amendment 001 included touch-up pricing and corrected administrative details.
