About this file
This is a Statement of Work (SOW) for chemically controlled vegetation management services at Federal Aviation Administration (FAA) facilities within the Western Kansas City District, covering multiple locations across Kansas, Missouri, and Oklahoma.
The Contractor shall provide comprehensive herbicide application services consisting of one initial solid application to bare ground during February–March (or no later than March 15th at some sites) and three touch-up applications per contract year, with all applications achieving a minimum 90 percent vegetation kill rate within 30 days. Services cover gravel roadways, general plot areas, ditches, and fence lines at various FAA facilities. Target vegetation includes Johnson grass, foxtail, and kochia, with treatment methods differentiated by ground type: gravel/rock/bare ground areas require combination knockdown and sterilant herbicides, while grassy areas with broadleaf weeds require selective broadleaf herbicides plus growth retardants. The Contractor must provide a minimum three-day advance notice prior to herbicide application to allow FAA escort personnel to coordinate site access. Work shall be performed Monday through Friday between 7:00 AM and 3:30 PM, excluding Federal holidays, unless otherwise specified. All herbicides must be nonflammable, noncorrosive, low toxicity, and compatible with regional soil and climate conditions; restricted chemicals are prohibited. The Contractor assumes full responsibility for any damage to public, private, or government property caused by overspray, drift, or improper application, with repairs required at the Contractor's expense within 10 days of notification.
The contract covers seven site-specific locations: Wichita, Kansas (ICT SSC); High Plains/Salina, Kansas (SLN SSC); Gardner, Kansas (IXD SSC); Kansas City Downtown Airport, Missouri (MKC SSC); Ozark, Missouri (Ozark SSC); Tulsa, Oklahoma (TUL SSC); and Kansas City International Airport, Missouri (MCI SSC), each with designated points of contact and authorized individuals for order placement. The FAA reserves the right to add or delete facilities on an as-needed basis at predetermined pricing per thousand square feet. Contractor personnel must obtain any identification required by airport authorities, vehicles must be clearly marked with company name, and only trained and state-licensed applicators may apply herbicides. Safety requirements comply with OSHA, EPA, and state regulations, including appropriate personal protective equipment (chemical splash goggles, long-sleeved shirts, long pants, chemical-resistant gloves), with respiratory protection required during heavy spray or mist exposure. The Contractor shall provide Material Safety Data Sheets for each chemical used and guarantee effective vegetation control for the designated contract period, with any required retreatments performed within 10 days of notification at no additional cost.

(3) touch-up applications per contract year. All applications shall achieve a minimum 90 percent vegetation kill rate within 30 days of application.
If the required kill rate is not achieved, the Contractor shall reapply the treatment at no additional cost to the Government. Such reapplications shall not count toward the required touch-up applications.
Applications shall be spaced appropriately throughout the growing season. The initial solid application shall occur during the February–March timeframe, unless otherwise stated in the site-specific Statement of Work (SOW).
All materials and procedures shall comply with local, state, and federal regulations.

• Johnson grass
• Foxtail
• Kochia
a. Gravel, Rock, and Bare Ground Areas For plots and roadways consisting of gravel, rock, or bare ground, the initial application shall use a combination knockdown and sterilant herbicide to provide total vegetation control.
If retreatment is required, a knockdown-only herbicide may be used.
b. Grassy Roadside and Plot Areas In grassy roadside areas and plots with broadleaf weed infestations, an approved selective broadleaf herbicide shall be used.
A growth retardant or growth regulator shall also be applied to all areas treated for broadleaf weeds.
c. July Re-treatment A July re-treatment shall be performed at any site where vegetation control is determined to be ineffective by the Contracting Officer, at no additional cost to the
FAA.
7. General Requirements
1. Herbicides shall be applied only during favorable weather and soil conditions.
2. Every precaution shall be taken to prevent chemical drift onto desirable vegetation, crops or landscaping. The Contractor assumes full responsibility for damages caused by overspray, drift or improper application.
3. Any damage to public and private property, facilities, plots or roadways caused by the Contractor shall be repaired at the Contractor’s expense to the satisfaction of the Point of Contact (POC) and/or Contracting Officer (CO). Repairs shall be coordinated within 10 days of notification.
