About this opportunity

The Federal Aviation Administration is seeking consolidated grounds maintenance services for various FAA facilities across the Jacksonville District of Florida through solicitation 697DCK-25-R-00329. The procurement covers comprehensive landscaping and groundskeeping services including mowing, edging, fertilizing, weed control, pruning, tree care, seasonal flower planting, and specialized bush hog cutting at multiple locations including facilities in Gainesville, Sanford, Daytona Beach, Pensacola, Orlando, Tallahassee, Old Town, and Lake City. This firm-fixed price contract requires contractors to provide all necessary labor, equipment, tools, materials, and supervision for year-round grounds maintenance, with service frequency varying by season and no services required in December and January. The FAA will evaluate proposals based on past experience, past performance, and price using a lowest-priced, technically acceptable approach. Critical dates include the site visit period from July 28 to August 1, 2025 (with registration required by July 25), questions closing on August 5, 2025, and proposal submissions due on August 19, 2025 at 1:00 PM EST.

This procurement is designated as a 100% set-aside for women-owned small businesses under NAICS code 561730 (Landscaping Services), with no incumbent contractor identified as this represents a new contract award. The contract structure includes a base year plus four option years, establishing a five-year performance period from October 1, 2025, through September 30, 2030. Services will be provided at multiple FAA facilities including control towers, radar buildings, and communication sites, with some locations requiring full-service maintenance approximately 25 times annually while three specific sites need only bush hog cutting services seven times per year during April through October. The primary place of performance is listed as Hilliard, Florida, though services will be delivered across various FAA facilities throughout the Jacksonville District. Contract award is anticipated by September 1, 2025, with performance beginning October 1, 2025, and Amendment No. 1 has removed the MCO ASR location from the original scope based on Q&A responses.
