Cutting equipment must have sharp cutting edges, which produce a neat, clean, and even cut. Use of cutting equipment which is out of adjustment thereby causing streaks or irregularities, uneven cutting, plowing, or gouging of the soil is not permitted. Mowing operations will be suspended in the event of rain. Mowing will be resumed as soon as practical after the rain abates. Sufficient time will be allowed for the lawn to dry. Mowing the grass when wet is not permitted. The grass must not be cut closer than two inches or higher than three inches. Any visible clippings must be removed from lawn, all walks, streets, and driveways the same day mowing is done. The services will be provided once a month during November, February, and March, twice a month in April, May, and October, and weekly in June, July, August and September. NO SERVICE IS REQUIRED FOR MONTHS OF DECEMBER AND JANUARY.

4. EDGING: Grass must be trimmed back even with the edge of all sidewalks, curbs, paving, and shrub beds concurrent with mowing. Debris from edging and trimming must be cleaned up and removed the same day work is done. Vegetation must be controlled in all paved and parking areas, curbs, and sidewalks utilizing chemical herbicides. The frequency of application must be as required to maintain control of the vegetation.

5. FERTILIZING – SEEDING: The Contractor must make application of bio-based weed controlling fertilizer (designated Bio Preferred by the U.S. Department of Agriculture) approximately as follows:

a) Fertilizer application involves assessing, planning, and executing treatments across designated areas. The contractor will perform a soil analysis to identify the specific nutrient requirements, ensuring the correct type and quantity of fertilizer is applied. Fertilizer selection and application rates will be based on these results, adhering to industry best practices and guidelines tailored to the region’s unique climate and growing conditions. Care will be taken to avoid damage to surrounding areas during application. Only fertilizers certified for use in the region and compliant with industry standards will be used. Typical fertilizers include balanced N-P-K blends (e.g., 10-10-10, 16-4-8) or region-specific formulas that support soil health, promote root growth, and enhance plant development. Application rates will follow manufacturer recommendations. The treatment will be scheduled twice per year during optimal weather conditions, avoiding wind or heavy rain, and aligned with seasonal needs for the specific plants or turf being treated such as spring (March), and fall (October). A follow-up inspection will be conducted to verify proper absorption and assess the treatment's effectiveness.

NOTE: 2,4-D or any other chemical type herbicides will not be utilized on the shrubs or atrium areas without prior approval by COR. The Contractor must present the fertilizer to the COR for examination prior to application and must ensure that the COR is present for the application thereof. This fertilizing must include all lawn areas, shrubs, and flower beds.

b) Seeding (April). During the month of April, the Contractor must sow by evenly controlled broadcasting of approved clean same type grass seed as the existing established grass type at the rate of one pound of seed for each 20,000 square feet of lawn area. Bare sections must be seeded at the rate of one pound of seed to each 1,000 square feet of area. To help in maintaining an even distribution, the seed must be mixed with clean washed sand. All seed must be clean of weeds, sterilized, and certified as to germination, strain, and purity.

This should be sprinkled lightly each day until root structure is established. The contractor must advise the COR of intent one (1) week prior to seeding.

6. CLEARING UNDER FENCES: A clean strip, barren of all vegetation and free of all encroachment of trees and bushes, 24 inches wide, must be maintained under the fences. Vegetation must be controlled with chemical herbicide with the same properties as described in paragraph 8 below.

Weed removal outside the security fence may be accomplished by physical removal or by application of dry type or bar type approved herbicide in liquid form. Particular attention must be given to wind drift of either liquid or powder form. The method of eradication is subject to approval by the COR.

NOTE: The Contractor must provide to the COR Safety Data Sheets (SDS's) for all chemicals and herbicides used under this contract.

7. CLEANING OF GROUNDS: All grounds are to be kept clean by removal of dirt, trash, paper, debris, and cigarette butts, plant residue, and other material. Residue removed from the grounds is to be removed from the facility and is not to be placed in the dumpster on site unless special permission is received from the COR. The Contractor will inspect the plot fence and will remove all litter from both sides. Particular attention must be given to removal of trash and dirt from street drains, gutters, and drainage ditches. Walkways will be kept clean of dirt, debris, and trash. All trash will be kept clean at the dumpster site. The cleaning of the grounds must be completed at the time of mowing.

8. WEED CONTROL: Weeds and noxious grasses must be managed at all times by the least toxic means available, whether physical removal, eradication, or by application of a dry or spray type of an approved chemical applied in accordance with the manufacturer’s recommendations. The Contractor must use bio-based products (designated Bio Preferred by the U. S. Department of Agriculture) and herbicide registered by the Environmental Protection Agency. Chemicals must not be used in beds of ground cover. Weeds and noxious grasses must be removed from beds containing ground cover only by physical removal.

9. SHRUB PRUNING: Shrubs, bushes, hedges, and cultivated plants must be pruned every month.

All clippings and debris must be removed from the site the same day and disposed of, recycled, or composted. Pruning must be accomplished as so to:

a. Remove new growth attaining a length of 12 inches.

b. Reduce the size and growth rate of each shrub by clipping approximately 20% to 30% of the total surface area approximately 3 to 6 inches inside the normal "pruned surface".

This interior clipping (20% to 30%) must be uniformly distributed over the entire shrub.

This procedure must be performed as a part of the normal pruning operation (when new growth is removed).

c. Evenly form and balance the shrub, bush, or plant to shape it according to its natural growth habits. "Box" or "circular" shaping is not acceptable, except with hedges. Hedges must be sheared or pruned, as appropriate, to maintain their established shape and appearance.

d. Remove dead, damaged, or diseased wood. If the entire shrub should die, remove the entire shrub to 6 inches below ground level. The hole and any other surface damage caused by removal must be filled with topsoil, fertilized, raked, and seeded.

e. Remove vines, tree sprouts or any other extraneous vegetative growth from under or on the shrubbery.

f. Prune or remove growth in front of windows, over entranceways or walks, or where vision is obstructed at street intersections.

10. TREE PRUNING: The trees will be pruned in accordance with the following guidelines to selectively remove unwanted growth and encourage trees to grow or respond in a desired manner. All tree pruning must be accomplished under the supervision of an individual furnished by the Contractor who is trained, experienced, and otherwise qualified in proper tree pruning techniques. Verification of such training, experience, and qualifications must be acceptable to the COR prior to initiation of any tree pruning. Prior to starting work, the Contractor must propose a pruning plan for each tree for the approval of the COR. Trees must be pruned according to their natural growth habit to evenly form and balance the tree, to promote proper health and growth, to respond to damage inflicted by natural or human causes, and to prevent interference with pedestrian and vehicular traffic. All clippings and debris must be removed and disposed of the activity the same working day. Pruning must be accomplished in a manner to:

a) Remove dead, damaged, or diseased wood or structurally weak limbs that may cause a safety hazard or unsightly appearance.

b) Remove branches that extend over buildings and endanger roofs, eaves, and windows or hang within eight feet vertically of sidewalks, parking lots, and driveways.

c) Provide clearance for buses, moving vans, and similar vehicles along streets.

d) Cut back branches that overhang or grow into power lines. Anticipate the effects of wind on branches, which might fall on power lines. Shape the entire tree rather than notch the top.

e) Remove growth of small trees in front of windows, over entranceways or walks, and which will obstruct vision at street intersections.

f) Remove sprouts, which grow from the trunk. Remove sprouts to the height of the first major lateral limb.

g) Branch stubs must not be allowed. All branches must be pruned (removed) back to the next major limb or the tree trunk. Pruning cuts must be performed in a manner, which leaves the branch collar exposed (with no stub beyond the branch collar).

h) Prune back limbs of trees and large shrubbery outside of the perimeter fence a minimum of three (3) feet.

11. DISEASES: If fungus diseases or root diseases occur, they must be controlled or treated as recommended by U.S. Department of Agriculture.

12. CLEANING OF PARKING AREAS AND DRIVES: All parking areas and drives needs to be entirely cleaned of all trash and debris at the time of mowing. Trash and debris include litter, cigarette butts, glass, tin cans, gravel, rocks, topsoil, and any mixture thereof. Debris accumulated by this operation must be disposed of in accordance with paragraph 14 below.

13. INSECT CONTROL: The Contractor must use insect control methods as required as applicable. As part of the Contractor’s regular preventive maintenance program, he/she must make and annual application of bio-based pesticide products (designated Bio Preferred by the U. S. Department of Agriculture to the turf and planting beds. This annual treatment will be applied in the months of April or May. The preventive maintenance applications must not preclude the necessary applications of insecticides for any other insect infestations. Ant infestation and cinch bugs will be controlled by the Contractor utilizing spot applications of standard approved pesticides, each time mowing occurs or as designated by the COR. All work must be in accordance with Federal, State, and local laws and requirements.

14. DEBRIS/TRASH COLLECTION AND DISPOSAL: The Contractor must be responsible for accumulation, removal, and disposal of all vegetative debris and trash items such as sacks, boxes, crates, cartons, litter, paper, grass clippings, pruning remains, dead trees, limbs or shrubs, debris, bottles, jugs, barrels, cans, rags, unusable commodities, leaves, and weeds which are covered in the performance of this contract including refuse resulting from natural disasters. The Contractor must physically remove all accumulated items away from premises each time work is performed on the site. The dumpsters on site are NOT to be used by the Contractor to dispose of any of this accumulation. The Contractor must dispose of all removed items in a manner, which will comply with all applicable local, county, city, state, and federal laws and regulations pertaining to disposal activities of this nature. All dumping must be accomplished in approved dumping areas only.
