This is a written announcement to all interested parties. GSA would like to share the good news about contract selections under CONNECTIONS II Request for Proposal #QTA010ABA0023.
Connections II (CNX II) is a 10 Year IDIQ vehicle that provides global telecommunications infrastructure solutions and support for federal buildings and campuses, including telecom equipment, support services, and customized solutions. CNX II offers solutions that allow agencies to obtain and maintain connectivity from a user's desktop to the point of interconnection with the agencies' network service provider(s).
The 21 companies selected are deemed to have submitted the most highly qualified offers.
Federal customers and potential customers interested in CONNECTIONS II should refer to www.gsa.gov/connectionsii for more information about when the contract will be ready for use. Notice to proceed for all awards is expected later this October 2011.

This amendment extends the due date for proposals to Friday, October 8, 2010 at 2:00 PM Eastern Time. All proposals shall be electronically submitted via the Connections II Hosting Center (CHC) and on a Compact Disk Read-Only Memory (CD-ROM) delivered to the Procuring Contracting Officer (PCO), Anna M. Brown, at 10304 Eaton Place, Fairfax, VA 22030, no later than the above date and time.
Any proposal submitted after the 2:00 PM deadline will not be accepted for evaluation. The Government will strictly observe FAR 52.215-1(c)(3)(ii) and (iii) for determining timeliness of proposal submissions.
Sections I, J, K, and L are hereby replaced in entirety by the attached Section I, J, K, L dated September 28, 2010. Offerors are reminded to carefully observe and follow all proposal instructions. Errors, omissions, or deviations from the proposal instructions may adversely affect the evaluation, and may be reason for elimination if such errors, omissions, or deviations are sufficiently severe.
Offerors that previously submitted their proposal MUST resubmit all six volumes of the proposal electronically in the Connections II Hosting Center and a CD must be received by the PCO at the address, date and time above and as stated in the attached Section L.
Offerors who have requested their customers email the past performance questionnaire to the Connections II PCO do not need to contact their customers again for resubmission.
The CHC Help Desk (703-610-2669 / support@nhc.noblis.org) is available to work with offerors to answer application questions. The CHC Help Desk will monitor all email and voice mail requests for assistance and will assist offerors to resolve any issues to the greatest extent possible.
The CHC has an error checker called "B-Table Error Checker". Offerors are strongly advised to run the error checker several times while working in this system and fix all errors. Once you have submitted your proposal it is too late to run the error checker.
The Connections II Hosting Center (CHC) User Instructions has been revised and is an attachment to Section J. All potential Connections II offerors are strongly advised to read the CHC User Instructions.

This is a reminder that the deadline for receipt of proposals is Tuesday, September 7, 2010 at 5:00 PM Eastern Time. All proposals are to be electronically submitted via the Connections Hosting Center (CHC).
Any proposal submitted with a system generated time stamp after the 5:00 PM deadline will not be accepted for evaluation. There will be no extensions granted to the proposal deadline due to lack of electronic access to the CHC.
It is strongly encouraged that all potential offerors should be exercising "testing" their connectivity into the CHC this week, August 30 - September 3, and be familiar with the application. This weekend (September 4-5-6) is a Holiday Weekend. Offeror's IT Staffs may be unavailable to assist if there are system problems on the proposing vendor's site.
The CHC Help Desk (703-610-2669 / support@nhc.noblis.org) is available all this week to work with offerors to resolve access issues and answer application questions. The CHC Help Desk will monitor all email and voice mail requests for assistance over the Holiday Weekend, and will assist offerors to resolve any issues to the greatest extent possible. However, if the offerors IT Staff is unavailable, those issues may not be resolved until their return to duty.
All potential Connections II offerors are advised to submit their Connections II Hosting Center (CHC) applications as soon as practicable. The process for obtaining the necessary certifications for access to the secure web portal can take up to three (3) weeks. Connections II proposals can only be submitted electronically via the CHC. Proposals are due September 7, 2010. The government WILL NOT grant any requests for extending the proposal due date due to a vendor not having received their certifications for secure access to the CHC.
Potentail offerors are notified that the *.dwg files included in the Building, Campus, Facility Sample Task was prepared with AutoCAD. Offerors can also download free CAD viwer software via the Internet on the following link: http://www.tucows.com/preview/332734.

The proposed Connections II contract, valued at up to $5 Billion, will adhere to the Federal Acquisition Regulations (FAR) Part 15 for negotiated award(s).
Offerors are strongly encouraged to read ALL attached documents.
Offerors shall submit their proposals electronically via the Connections II Hosting Center. Instructions for accessing the Hosting Center are provided with this Solicitation. Offerors are encouraged to submit their Connections II Hosting Center Access requests as soon as practicable.

The U.S. General Services Administration intends to establish a multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for telecommunications equipment and support services. The proposed Connections II contract, valued at up to $5 Billion, will adhere to the Federal Acquisition Regulations (FAR) Part 15 for negotiated award(s). Connections II will allow for multiple awards for a base period of four years and 6 one-year options that may be exercised at the Government's discretion.
As the successor to the original Connections contract, which will expire in January 2011, Connections II intends to meet Agency needs for focused fulfillment of government telecommunications solutions, and the acquisition seeks contractors who have demonstrated extensive experience.
The Request for Proposals (RFP) will be issued on FedBizOpps on or about July 2, 2010.
Offerors will submit their proposals electronically via the Connections II Hosting Center.
Instructions for accessing the Hosting Center are provided with this announcement. Potential offerors are encouraged to submit their Connections II Hosting Center Access requests as soon as practicable. Instruction for obtaining access and using the Hosting Center are attached (and will also be available with the RFP).
