The Final RFP makes explicit reference to the Continental United States (CONUS) as the Place of Performance with respect to rates being submitted with proposal, with rates for Outside the Continental United States (OCONUS) to be proposed after contract award. It further states CONUS as the minimum geographic requirement, with services within foreign countries to be proposed on a task order basis based on contractor ability.

Sometimes there can be confusion about what constitutes CONUS and

OCONUS.

Question: Can the Government please confirm whether AK and HI are to be considered CONUS?

Question: Can the Government please clarify the status of American Samoa, the Virgin Islands, Guam, Puerto Rico, Saipan, and the remaining Northern Mariana Islands in terms of CONUS/OCONUS?

Alaska and Hawaii are not to be included in the minimum geographic scope (for the purpose of proposals). Sections B and C will be amended to reflect this.

312 Section F.3 The RFP provides that “The minimum geographic requirement is contractors shall provide services within the Continental United States.”

Please clarify whether “within Continental United States” only refers to the 48 contiguous states and does not include American Samoa, the Virgin Islands, Guam, Puerto Rico, Saipan, and the remaining Northern Mariana Islands.

The Continental United Stated does not include Alaska and Hawaii.

American Samoa, the Virgin Islands, Guam, Puerto Rico, Saipan, and the remaining Northern Mariana Islands are not to be included in the minimum geographic scope (for the purpose of proposals).
