In light of the language in J.4 that reads “Sample task orders for the purpose of offeror evaluation are located at the attachment to this RFP section”, can the Government please confirm that none of the four sample tasks will be awarded as part of or in conjunction with the award of the IDIQ contracts?
None of the four sample tasks will be awarded as part of or in conjunction with the award of the Connections II contract.
However, equipment items proposed and priced under the Sample Task Orders will form the initial Equipment Catalog for offerors who receive a Connections II contract award.
B.1.1 F.1 F.6
Section B.1.1, Pricing of Orders, states that, “All orders under this contract shall be priced FOB Origin IAW the price tables of this section.” Section F.1 contains FAR Clauses 52.247-34 FOB Destination and 52.247-35 FOB Destination with Consignees Premises and Section F.6 states: “The contractor shall ship all deliverables FOB destination with all shipping and transportation costs prepaid.” Please clarify if orders are to be priced FOB Origin or FOB Destination. If FOB Origin, please include the appropriate FAR clauses.
Equipment items ordered under the contract will be priced FOB Origin. The RFP will be amended to include the appropriate FAR clauses for FOB Origin.

In Section B.1.1, Pricing of Orders, offerors shall propose fixed prices for all equipment required to perform each of the sample task orders as described in Section J.4.
For the equipment identified, are offerors required to provide all the price types from Table B-8 (Section B.3.4) or only the purchase price?
Are offerors required to provide only installation prices or all the equipment service prices?
Should the pricing submission include Product Description Tables or will that be populated post award?

Section C.1.3, Operational Scope, states that: “The direct provision of network services, such as services that provide transport and access to and between customer sites, such as those provided by Incumbent Local Exchange Carriers, Competitive Local Exchange Carriers, Wireless Telephone Carriers, Interexchange Carriers, Satellite Providers, or Internet Service Providers are out of scope.”
Please clarify the intended contractor scope of work for the Section J, Attachment 1, Communications and Networking Solutions Sample Task Order and the following requirement in Section 1.b: “The contractor shall assist the agency in ordering services under Networx by providing design, configuration, and quantities information for services between the main location, the remote offices, and the backup site.”
The direct sale of telecommunications services (i.e., transport and access to and between customer sites) from a Connections II vendor is out of scope. Analysis, design, ordering assistance, transition, integration, and administration of telecommunications services are within the scope of Connections II.

The contractor shall justify and validate their selection of services. The contractor shall provide Networx contract prices for the various services.”
The direct sale of telecommunications services (i.e., transport and access to and between customer sites) from a Connections II vendor is out of scope. Analysis, design, ordering assistance, transition, integration, and administration of telecommunications services are within the scope of Connections II. .

The contractor will be responsible for the total communications infrastructure, including all circuits, and provide support throughout the lifecycle. In addition, the contractor will manage existing voice communications accounts and provide billing support.”

Section J, Attachment 1, Operations, Administration, and Management (OA&M) Sample Task Order, Section 2.b states: “The government‟s trouble ticket and service request processes (Remedy) are Government Furnished Equipment (GFE)”. What version of Remedy is in use?
The Remedy software package is provided as GFE is at the current version (ver 7.1).

For Section J, Attachment 1, Operations, Administration, and Management (OA&M) Sample Task Order, Section 3, which states that equipment manufacturer, type, model, and configuration are drivers for recurring OA&M, please provide a list of equipment for each of the locations or a list of assumptions about the equipment. Also, for each device, please specify whether the device is covered by the manufacturer‟s warranty or any other maintenance contract. Please indicate the age of this equipment as this is also a driver for OA&M.
The Government expects the offeror, based on their corporate experience, to propose a competitive solution applying industry best practices and using equipment and resources best suited for the scope of the OA&M task requirements. Equipment specifics are not available. Assumptions should be made by the offeror in establishing the basis for their proposed solution.

The table in Section 3 of Section J, Attachment 1, Operations, Administration, and Management (OA&M) Sample Task Order, presents data for Service Orders and Trouble Tickets.
Are all requests for service received by telephone, or is the web interface currently being used to enter requests?
What is the percentage of requests received by each method?
Does the help desk receive other calls? If so, what is the average number of calls per month and the average length of those calls?
Please confirm that the government intends to treat all trouble calls on a First In, First Out basis.
Service requests are received by telephone.
The task order provides average call volumes for the activities to be performed.

For the Section J, Attachment 1, Operations, Administration, and Management (OA&M) Sample Task Order, please clarify the contractor scope of work for the following requirement in Section 3.a.iii: “Transition of all voice circuitry, accounts, lines and other infrastructure from the existing OA&M contractor.”

Section J, Attachment 1, Operations, Administration, and Management (OA&M) Sample Task Order, Section 3.c.i states: “The OA&M Contractor shall provide staffed help desk support five days a week, for twelve hours a day with toll-free telephone support during off-hours.”
Please explain the type of support to be provided during off hours.
During off-hours periods, agency users should be able to report a communications problem via a toll free call to someone that will take the specifics of the issue, generate a trouble ticket initiating the trouble resolution process.

Since the GSA plans use PPIRS as one source to verify past performance, will GSA allow us to submit a Past Performance reference where a recent and comprehensive CPAR resides in the PPIRS, but the client is not willing to complete any questionnaires?
No. We expect offerors to send the questionnaires to their references and then have them submit answers back to GSA.
GSA reserves the right to contact references.

Please verify if the 50 page count for the Sample Tasks is for the entire volume or if 50 pages is the limit for each of the four task orders.

Copies of signed contract agreements between the prime offeror and subcontractors are required as specified in L.22.3.

I viewed all the attachments posted on FBO and was able to find a listing of the Mandatory Labor Categories but little as it relates to materials.
Is there not a list of Telecommunications Equipment and products to include preferred manufacturer / part number and or a general description of each item?
No there is not. Equipment items proposed and priced under the Sample Task Orders will form the initial Equipment Catalog for offerors who receive a Connections II contract award.

Clause 52.225-1 “Buy American Act – Supplies” – Per FAR 25.1101 – Acquisition of Supplies given the potential for the contract value to exceed $203,000, would the government consider replacing with the Trade Agreements clause 52.225-5?
Section I and K are amended to reflect clauses concerning “Buy American Act- Supplies” and the “Trade Agreements” clause.

The information required to be included in this volume, particularly as part of the offeror‟s responsibility determination (L.22.6, 3.h) includes a copy of its most recent annual report and an annual report for its subcontractors that are expected to perform 20% of the contract work or receive 20% of the contract revenue. One annual report will exceed the maximum limit of 50 pages. Can the page count for
Volume 5 be increased or copies of the annual report be excluded from the page count?
No, we will not increase the page count. But the annual report is an exception to the page limit. Section L will be amended to reflect this.
64 Section L L.22.7, c
This paragraph states that labor pricing shall be provided for all mandatory labor categories listed in table J-1 for work to be performed in contractor facilities
(off-site), customer facilities (on-site), and for security clearances. Does this mean the Government is expecting to receive separate labor rates for security clearances for both on-site and off-site, for a total of four sets of rates (on-site, off-site, on-site with security clearances, off-site with security clearances)?

Volume 5, Business has a page limit of 50. Will the Government allow any supporting documentation to be excluded from the page limitation to accommodate the annual report and other supporting documentation?
No.
79 Section L Volume 1, Sample Tasks has a page limit of 50. The existing page limit does not provide the offeror the opportunity to prepare a complete response that fulfills the requirements of each sample task. Will the Government consider increasing the page limit to 100 pages for Volume 1?
The page count for Volume 1 will be increased to 60 pages.
Section L will be amended to reflect this change.

Please clarify if the offeror can use 10 point Arial in tables.
Yes. Section L.20.4 will be amended so that tables, charts, and figures will be 8 point arial font.
81 May a contractor submit a bid on only one solution area, or does the contractor have to submit a bid on all four areas?
You must bid all four solution areas to be compliant.
