About this opportunity
The Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking a contractor to provide SAE EIA 649C Configuration Management (CM) Certification Virtual Training for government personnel supporting the Air Operations Center Weapon System. The contractor must provide a certified instructor capable of delivering virtual classroom instruction covering the five core CM functions: planning and management, configuration identification, change management, status accounting, and configuration verification and audit. Each training class will run 4 hours per day for 5 consecutive days (Monday through Friday), accommodating up to 30 students per session, with classes delivered in both Eastern and Pacific Standard Time zones. The government will evaluate proposals using a lowest-priced, technically acceptable approach, requiring offerors to demonstrate current CM instructor certification and virtual hosting capabilities for up to 30 participants. Questions regarding the solicitation are due by 1:00 PM EST on June 20, 2025, with quotes due by 11:00 AM EST on July 8, 2025, remaining valid for 60 days.
This opportunity is set aside exclusively for Women-Owned Small Businesses with a size standard of $15,000,000, and no incumbent contractor is identified as this represents a new training requirement. The total contract value is capped at $15,000 over a five-year performance period from August 2025 through August 2030, structured as a firm fixed-price arrangement with a base year plus four option years. The training schedule includes three virtual classes in the base year and first option year (two in Eastern Time, one in Pacific Time), reducing to two classes annually (one in each time zone) for subsequent option years, totaling 10 training classes over the contract duration. Performance will take place virtually within the United States, with the contractor required to provide a Section 508-compliant virtual training platform accessible via government or personal laptops with video and audio interaction capabilities. The contractor must also provide licensed PDF copies of the ANSI/EIA-649C standard to each participant, course materials, completion certificates, and conduct a 25-question examination with an 86% passing grade requirement.
