MEMORANDUM FOR: Women Owned Small Businesses
FROM: AFLCMC/C3CK
11 Barksdale Street, Building 1614 Hanscom AFB, MA. 01731-2800
SUBJECT: Amendment - Request for Quote (RFQ) Configuration Management Certification Virtual Training
1. The Kessel Run office requests that you submit a quote to provide the supplies and services identified in the attached RFQ SF1449, SF1449 attachments. The Government intends to award to the Offeror whose quote is determined to be the lowest price technically acceptable (LPTA) and Woman Owned Small Business (WOSB). Technical Acceptability will be met when the offeror provides evidence that they possess at least one (1) instructor who holds a current and valid certification in Configuration Management. Furthermore, the offeror shall submit a Virtual Hosting Capacity: The offeror must demonstrate the ability to host virtual training sessions for up to thirty (30) students per class. This demonstration may include a description of the virtual platform to be used, the maximum number of concurrent users supported by the platform, and any relevant certifications or security accreditations related to the platform. The award decision will be based solely on the lowest evaluated price among those offers deemed technically acceptable. The offeror shall provide all of the items associated with the RFQ.
The Government will evaluate technical acceptability in accordance with (IAW) the Statement of Work (SOW) within the Offeror’s quote to determine whether it is a current and valid certification. Non-conformance may result in rejection of your quote.
2. Offerors shall complete and sign the RFQ, SF1449, submit proof of Configuration Management certification (CM) and virtual hosting capability. The RFQ includes all applicable terms, conditions, and clauses. The signing of the attached SF1449 is assurance that the Offeror shall provide all items and services included within the PWS.
3. The Total Evaluated Price (TEP) includes all options and is the sum of all contract line items numbers (CLINs). Offerors are only permitted to submit one (1) quote. Alternate quotes will not be accepted.
4. The quote shall be valid for at least sixty (60) days. The offeror shall note this on the quote.
The Government may award this effort based on the initial quote, as received, without additional clarifications, questions, or negotiations.
5. If during the evaluation period, it is determined to be in the best interest of the Government to ask questions of an Offeror, the Offeror will be notified by the Procurement Contracting Officer (PCO). The purpose of the questions may be to correct minor errors or gain an understanding of elements of the quote. The Government may ask questions to some, all or none of the Offerors.
6. The Government reserves the right to cancel this solicitation, either before or after the closing date with no obligation to reimburse offerors for any costs.
7. Questions regarding the RFQ are allowed up until 1:00 PM EST on 20 June 2025. All quotes are due by 11:00 am EST on 8 July 2025. Quotes submitted after the due date may not be considered by the Government.
Thank you for your interest.
