About this opportunity

The U.S. Food and Drug Administration (FDA) is seeking a comprehensive service maintenance agreement for three nitrogen generators that support Liquid Chromatography/Mass Spectrometry (LC/MS) systems at their Gulf Coast Seafood Laboratory. The procurement covers maintenance services for two Parker LCMS-5000NA units and one Peak GENIUS 1024 unit, requiring annual preventative maintenance, emergency service response within two business days, and the use of OEM or manufacturer-certified parts and labor. The contract will be awarded as a firm-fixed price agreement with one base year and four one-year option periods, spanning from September 15, 2025, to September 14, 2030. Evaluation will follow a trade-off process where technical approach, experience, and past performance are significantly more important than price, with the government assessing contractors on their ability to provide OEM parts, emergency maintenance capabilities, relevant experience, and past performance. Proposals are due by 10:00 AM EST on August 29, 2025, and must be submitted electronically to Contracting Officer Michele Jackson at Michele.Jackson@fda.hhs.gov.

This solicitation does not utilize any set-aside designation and is open to all qualified contractors under NAICS code 811210 with a size standard of $34 million. No incumbent contractor or current service provider is specifically mentioned in the solicitation documents. While specific award values are not disclosed, the pricing structure includes components for annual preventative maintenance, technical support services with standard hours and remote diagnostic capabilities, and repair services including emergency repairs with and without parts replacement across the five-year contract period. The maintenance services will be performed at the FDA's Gulf Coast Seafood Laboratory located in Dauphin Island, Alabama, though contract administration will be handled through the FDA office at 10903 New Hampshire Avenue in Silver Spring, Maryland. The three nitrogen generators requiring maintenance represent critical equipment supporting the laboratory's analytical testing capabilities for seafood science and technology operations.
