About this file

This is a Request for Proposal (RFP) from the U.S. Food and Drug Administration (FDA), Division of Seafood Science and Technology, seeking a comprehensive service maintenance agreement for three nitrogen generators supporting Liquid Chromatography/Mass Spectrometry (LC/MS) systems. The solicitation (No. 75F40125R00114) is for a firm-fixed-price contract with one base year and four one-year option periods, covering maintenance services for specific nitrogen generator models: two Parker LCMS-5000NA units and one Peak GENIUS 1024 unit located at the Gulf Coast Seafood Laboratory in Dauphin Island, Alabama.

Key requirements include annual preventative maintenance, emergency service response within two business days, OEM or manufacturer-certified parts and labor, and comprehensive service support. Proposals are due by 10:00 AM EDT on August 29, 2025, submitted electronically to Michele Jackson. The evaluation will use a trade-off process where technical approach, experience, and past performance are significantly more important than price. The government will assess contractors on their ability to provide OEM parts, emergency maintenance capabilities, relevant experience, and past performance, with confidence ratings determining the potential award.
