About this opportunity
The USDA Forest Service is procuring comprehensive information, medical, and security assistance support services for international travelers through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. These services will include 24/7 crisis center access, medical evacuation support, security evacuation assistance, emergency contact cards, real-time travel alerts, mobile application access, and case management documentation for approximately 900 international trips annually across nearly 100 countries. The contract is being issued under FAR 13 with FAR 15 procedures, and the Forest Service anticipates a multiple award IDIQ but reserves the right to make a single award. Evaluation criteria emphasize non-cost factors significantly over cost considerations, with mandatory technical requirements including medical support capabilities, security services, information services, and system compatibility with government travel platforms. The Project Manager must possess at least five years of experience with international medical and evacuation services for federal government travelers. Proposals must be submitted by December 1, 2025 at 10:00 AM EST, with email submissions copied to cassandra.carey@usda.gov, and all questions and answers documentation has been made available for prospective offerors.
This solicitation carries no set-aside designations and represents a new contract following the expiration of the previous incumbent contractor International SOS (contract number 12318719R0005). The overall maximum contract value is $1,400,000 inclusive of all options, with a minimum ordering amount of $1,000 and an initial year contingency fee estimate of $250,000. The contract period runs for five years consisting of a base year plus four optional renewal years, with performance beginning December 15, 2025 through December 14, 2030. Services will support approximately 500 to 900 international trips annually with low anticipated incident volumes—historically 5 or fewer medical cases annually and minimal security incidents. Place of performance is worldwide, with contract administration conducted by the USDA Forest Service Washington Office Operations in Atlanta, Georgia, and primary contact for the International Programs initiative managed by Program Manager Ashlee Jackson.
