About this opportunity
The Defense Finance and Accounting Service (DFAS) is conducting a Sources Sought market research effort to identify commercially available or near-market compliance automation solutions that streamline the full lifecycle of system accreditation, from initial assessment through continuous monitoring. The procurement seeks a comprehensive platform with capabilities including guided assessment and data collection, automated workflow management, centralized evidence repository, dynamic documentation generation, and continuous monitoring integration. The solution must provide an intuitive user experience similar to commercial tax preparation software and serve as the authoritative system for managing compliance artifacts and system security documentation while meeting all Department of Defense security requirements for handling Controlled Unclassified Information (CUI). Vendors are required to submit responses addressing seven specific evaluation questions covering commitment to quote if solicited, solution overview and technical architecture, capability alignment, hosting and integration details, implementation timelines, training and support models, and pricing. Responses are limited to five pages and must include business address, point of contact, CAGE code, UEI number, and small business status, with submissions due via email by March 12, 2026, at 12:00 PM ET. Qualified sources including small businesses, 8(a) firms, service-disabled veteran-owned businesses, HUBZone businesses, and women-owned businesses are specifically encouraged to respond.
This is a market research effort only and is not a formal solicitation, meaning no incumbent contractor or existing system currently exists to transition from. The procurement involves no set-aside designation and will support continuous monitoring of 100+ systems with initial service to approximately 100 DFAS users, with potential for expansion as a department-wide system of record. The solution must comply with FedRAMP certification requirements, with flexibility between FedRAMP Moderate and High depending on build specifications, and all users will authenticate using CAC cards. No award value or budget range is specified in the sources sought notice, and the government has indicated openness to various platform deployment options with no mandate for Platform One or Cloud One integration. The government notes that information received through this market research will not be disclosed outside the government, and this initiative supports the Department of War's DODNet Migration objectives with an entirely new procurement timeline and scope.
