About this file
This is a Sources Sought document for a Compliance Automation initiative by the Defense Finance and Accounting Service (DFAS) supporting the Department of War (DoW). The document presents questions and answers that address vendor inquiries regarding system requirements and scope.
The requirement is entirely new with no incumbent system or overlying systems currently in place. The solution will support continuous monitoring of 100+ systems with potential for expansion, and will initially serve approximately 100 DFAS users with the capability to grow as a department-wide system of record. The procurement will support the Department of War's DODNet Migration, with platform options remaining open and no mandate for Platform One or Cloud One. FedRAMP compliance is required, with flexibility between FedRAMP Moderate and High depending on the build. All users will possess CAC cards for authentication. Data entry will primarily occur through exports from the current system of record, with ongoing responsibility assigned to system personnel including system managers and information system security managers. The document does not specify response dates, award dates, or pricing terms.

Question Answer Are you able to let us know whether FedRAMP Moderate is suƯicient, or if FedRAMP high will be required?
Both may be used, depending on the build.
Is this a new requirement or if there is an incumbent currently supporting this mission.
New requirement
Considering this supports DOW I also wanted to know if the systems are running on Platform one and or Cloud one as part of the DODNet Migration.
This is a brand-new endeavor. There is no current system running on any platform.
Options are open.
Curious to know if EMS is the current system or if there are other systems on top of it.
This is a brand-new endeavor. There is no current system and no overlying systems.
Certain systematic interfaces may be beneficial as part of the solution.
How many users would there be of this new system, both at DFAS and outside DFAS?
Initially, around 100 just for DFAS, but could ideally grow as a system of record for DoW.
Would all users have a CAC card? Yes How many applications does DFAS receive in a month (on average)?
Need clarification as to what is being asked.
How many systems will need to be under continuous monitoring?
100+ with the possibility of adding more
Who will be responsible for entering information current systems under continuous monitoring?
Likely an export from the current system of record. Moving forward, system personnel, i.e., system manager or information system security managers.
