About this file

This is a Notice of Sources Sought for market research purposes issued by the Defense Finance and Accounting Service (DFAS), Contract Services Directorate. DFAS is seeking sources and capability statements for a comprehensive, automated compliance automation solution to streamline its cybersecurity compliance and authorization processes. The desired solution should provide a guided, intuitive experience similar to commercial tax preparation software and serve as the authoritative system for managing compliance artifacts, approval workflows, and system security documentation. The platform must address DFAS's current manual, document-centric processes by standardizing workflows, automating evidence collection, and providing real-time visibility into system compliance status across its diverse portfolio of information systems requiring formal Authority to Operate (ATO). Core capabilities required include guided assessment and data collection, automated workflow management, centralized evidence repository, dynamic documentation generation, and continuous monitoring integration, with the solution meeting all relevant Department of Defense security requirements for handling Controlled Unclassified Information (CUI).

Vendors must address seven specific questions in their responses: commitment to quote if solicitation is issued; solution overview including primary functions and technical architecture (SaaS or on-premises); detailed alignment of capabilities to stated requirements; technical details regarding hosting, secure deployment, and integration capabilities; typical implementation timeline for large enterprises; training and customer support models; and Rough Order of Magnitude (ROM) pricing with licensing model description. Responses are limited to five pages and must include business address, point of contact, CAGE code, UEI number, and small business status. Qualified sources including small businesses, 8(a) firms, service-disabled veteran-owned businesses, HUBZone businesses, and women-owned businesses are encouraged to respond. Responses must be submitted via email to chrissy.j.webb.civ@mail.mil by March 11, 2026, at 12:00 PM ET. The government notes that this is market research only, not a solicitation, and that information received will not be disclosed outside the government.

NOTICE of SOURCES SOUGHT Compliance Automation

Disclaimer: This request for information is for market research purposes only. This is not a solicitation.

Information received from this notice will not be disclosed outside the government.

The Defense Finance and Accounting Service (DFAS), Contract Services Directorate, is seeking sources and capability statements on market capabilities for a comprehensive, automated solution to streamline its cybersecurity compliance and authorization processes. All qualified and experienced sources including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses are encouraged to respond to the Notice.

This Sources Sought is to gather information from industry on commercially available or near-market solutions that can simplify, automate, and manage the full lifecycle of system accreditation, from initial assessment to continuous monitoring.

The goal is to acquire a solution that provides a guided, intuitive experience for system owners and cybersecurity professionals, similar to how commercial tax preparation software guides a user through filing taxes. This platform will serve as the authoritative system for managing compliance artifacts, approval workflows, and system security documentation.

DFAS currently manages a vast and diverse portfolio of information systems, each requiring a formal Authority to Operate (ATO) in accordance with departmental and federal cybersecurity policies. The current process is largely manual, document-centric, and time-intensive, leading to inconsistencies, lengthy approval cycles, and a static view of system security posture.

DFAS seeks to modernize this process by acquiring a platform that will standardize workflows, automate evidence collection, and provide real-time visibility into the compliance status of all systems. The desired solution will reduce the administrative burden on technical teams, allowing them to focus on mission objectives while ensuring a robust and defensible security posture and ideally create a Continuous Authority to Operate (CATO).

DFAS is interested in solutions that provide the following core capabilities: guided assessment and data collection, automated workflow management, centralized evidence repository, dynamic documentation generation, as well as continuous monitoring integration. Solution must meet all relevant DoW security requirements for handling Controlled Unclassified Information (CUI).

Disclaimer: This request for information is for market research purposes only. This is not a solicitation.

Information received from this notice will not be disclosed outside the government.

The ideal provider will have verifiable experience and expertise in Compliance Automation demonstrating the above capabilities for the Department of War.

The capability statement should include recent and relevant contracts (last 3 years), including the contract number and order number (if applicable), dollar value, period of performance, and scope of work.

The government has very specific questions vendors must address in their responses:

1. In the event this effort results in a requirement, will your company submit a quote in the event a solicitation is received?

2. Solution Overview: Describe your proposed solution, including its primary functions, and technical architecture (e.g., SaaS, on-premises). State the current maturity of the solution (e.g., in development, commercially available).

3. Capabilities Alignment: For each of the capabilities listed above, provide a detailed description of how your solution meets the requirement.

4. Technical Details: describe the hosting options for your solution, detail your solution's ability to be deployed and sustained in a secure environment, describe the integration capabilities of your platform (e.g., APIs, supported tools).

5. Provide a typical implementation timeline for a large enterprise.

6. Describe your training and customer support models.

7. Rough Order of Magnitude (ROM) Pricing: Provide a non-binding ROM for your solution.

Please describe your licensing model (e.g., per user, per system, enterprise).

Please respond to the contact listed below with no more than five pages explaining in detail the magnitude of your experience in the above-mentioned subject matter area.

Qualified sources should submit their response via email to chrissy.j.webb.civ@mail.mil by March 11, 2026, at 12PM ET. Sources should include their business address, point of contact, cage code, Unique Entity Identifier (UEI) number and small business status (for example, HubZone or Service- Disabled Veteran Owned).
