About this opportunity

The Department of the Army has issued a Special Clarification Notice for the Common Tactical Truck (CTT) Commercial Solutions Opening (Increment 1), posted on March 23, 2026. This notice represents Phase 1 of a three-phase competitive procurement process to identify commercial solutions capable of replacing existing Army tactical vehicles including the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor. The Army is seeking commercially available products rather than developmental solutions, with vendors able to propose offerings for any subset of the six planned vehicle variants. The procurement falls under the Heavy Duty Truck Manufacturing category (NAICS 336120) and Combat, Assault, and Tactical Vehicles, Wheeled (PSC 2355). This is an unrestricted opportunity with no small business set-aside.

The primary objective is to solicit innovative commercial-off-the-shelf or minimally modified commercial solutions that meet Army tactical and operational requirements. Interested vendors must submit Phase 1 solutions as ten-page white papers (excluding title page and pricing) by April 6, 2026, at 1:00 PM EDT, emailed to usarmy.detroit.cpe-cl.mbx.jtwv-ctt-rfp@army.mil with subject line "CTT Increment 1 AoI (Insert Company Name)." Phase 1 submissions should describe current product capabilities, identify baseline desired attributes including mild-hybrid powertrain with exportable power and drive-by-wire architecture, address sustainment and right-to-repair approaches, and propose leasing options where applicable. There are no specific eligibility restrictions beyond the requirement to offer commercially available solutions; selected Phase 1 vendors will advance to Phase 2 presentations including detailed technical explanations, pricing estimates, and schedules, with Phase 3 involving formal comprehensive proposals and anticipated contract award in the first quarter of fiscal year 2027.
